About this file
This is a pre-solicitation notice for Army Community Services (ACS) at U.S. Army Garrison Italy in Vicenza. The U.S. Army Contracting Command intends to issue a single-award, Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an anticipated five-year ordering period and estimated value between EUR500,000 and EUR1,000,000. The contractor will provide comprehensive ACS support functions including Lending Closet Management, Front Desk Administrative Support, Bilingual Support Services (English/Italian), Orientation Tour Operations, Italian Language Instruction, and English as a Second Language (ESL) Instruction. All services will be performed at Caserma Ederle in Vicenza, Italy. The anticipated solicitation number is W912PF-26-R-XXXX with NAICS code 541611 (Administrative Management and General Management Consulting Services). The official RFP is expected to be released on or about February 2, 2026, via SAM.gov.
Evaluation will be conducted using a best value tradeoff process with two equally-weighted factors: Program Management (comprised of relevant experience and a recruitment and retention plan with ten business-day vacancy-filling requirement) and Price (evaluated for reasonableness and completeness). Potential offerors must be aware that contractor personnel will not be covered under the NATO Status of Forces Agreement (SOFA) and will not receive SOFA privileges or protections. The contractor is solely responsible for ensuring compliance with all Italian business, labor, and taxation laws and obtaining all necessary work permits and documentation for itself and its employees. The Government will provide no assistance with legal status or employment authorization. Written questions regarding the draft Performance Work Statement and anticipated evaluation criteria may be directed to Matthew N. Park at matthew.n.park.mil@army.mil; telephone inquiries will not be accepted.
