About this file

This document is a set of Questions and Answers (Q&A) related to a federal contract for remanufacturing F108 Module 14 assets. The key discussion centers on the Contract Line Item Numbers (CLINs) X006 and X007, specifically addressing the replacement of a No. 4 bearing. Based on historical performance data showing only two bearing replacements in the past five years, the government has determined that bearing replacement will not be included in the initial remanufacturing pricing. If future bearing replacement becomes necessary, it will be negotiated separately using Over and Above CLINs (X007 and X008) in accordance with DFARS 252.217-7028.

The document also indicates that a revised Request for Proposal (RFP) and Statement of Work (SOW) are under internal review, with an anticipated release on SAM.gov within 30 days. A pre-solicitation synopsis was already posted on SAM.gov on 22 Dec 25, with a specific link provided (https://sam.gov/opp/f049512385534b80a895a96932cedfa8/review). The government notes that no response to the synopsis is required, and the document provides context for how potential bearing replacements will be handled in future contract modifications.

Text version

The CLIN Structure for Module 14 assets (CLINs X006, X007) will remain unchanged, as the

Life-limited part/high price variable asset identified as material risk (No. 4 Bearing) were low risk in the historical performance of this contract (2 occurrences in the current 5-year history of the contract). If the life-limited part/high price variable asset identified as material risk becomes an issue for the future contract, replacement will be addressed in the Over and Above CLINs.

Industry Question: What exactly are you stating? Are you addressing (1) Pricing, or (2)

Quantity of Replacement?

Government Response: Based on historical data of the remanufacture of the F108 Module 14, the replacement of the No. 4 bearing was required for only two assets in the previous 5 years. In order to reduce risk to both the contractor and the government, it was determined that the replacement of the No. 4 bearing will not be included in the remanufacture and should not be included in the contractor’s initial pricing of the remanufacture of the F108 Module 14 assets. If it is determined that the No. 4 bearing requires replacement, the price will be negotiated IAW

DFARS 252.217-7028 and the SOW and will be funded by a separate modification utilizing the

Over and Above CLINs (X007 and X008).

Industry Question: When should we expect a revised RFP and SOW?

Government Response: The revised RFP and SOW are currently under internal review. Once approval is obtained, the RFP and supporting documents will be posted to SAM.gov. It is anticipated that release of the RFP will occur within 30 days.

Industry Question: I was not able to access the link in Sam.gov for your latest pre-solicitation notice. Will you please provide.

Government Response: IAW FAR 5.201(b)(1), a pre-solicitation synopsis was posted to

SAM.gov on 22 Dec 25. https://sam.gov/opp/f049512385534b80a895a96932cedfa8/review A copy of the synopsis is attached. No response to the synopsis is required.
