About this file

This document is a Source Pre-Qualification Requirements document for a UH-1N Transmission Assembly (NSN 1615-01-061-6615, P/N 212-040-001-111) issued by the Air Force Materiel Command (AFLCMC/WIUED). The document outlines stringent qualification criteria for potential contractors seeking to repair and overhaul this critical safety component used in helicopter systems. Key requirements include demonstrating capability through a comprehensive package that covers company capabilities, quality procedures (AS9100 or ISO 9001 certification), detailed repair and overhaul plans, in-house workload performance of at least 75%, specialized tooling and test equipment, and proven experience with similar critical safety components.

Potential bidders must provide extensive documentation including a company capabilities summary, factory layout, machinery and equipment lists, NDI operator certifications, repair experience details, quality plan certification, material traceability processes, and commercial references. The qualification process involves an initial 45-day government review, potential conditional approval, a one-time First Article Test, and final pre-qualification status. Notably, some companies are automatically pre-qualified, including Bell Helicopter Textron and Arista, and those with recent Bell authorized service center certifications. The estimated administrative cost for preparing the source approval request is $6,000, involving approximately 80 man-hours of labor. The primary government point of contact is Felton Corbett, a Rotary Wing Systems and Integrity Engineer at AFLCMC/WIUED.

SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION REQUIREMENT

Transmission Assembly (P/N: 212-040-001-111) drives the main rotor mast through a series of gears and has accessory drives for the hydraulic pumps, rotor brake disc, tachometer-generator, and tail rotor drive shaft. The transmission is located forward of the engines and is coupled to the engines by a main drive shaft coming from the combining gearbox. A chip detector system is installed in the transmission.

It illuminates a light on the chip detector caution panel if metallic particles contact it. Transmission lubrication is accomplished by a self-contained pressurized oil system, with a submerged oil pump in the sump located in the bottom of the transmission. An oil cooler system is incorporated in the transmission oil system. The transmission oil cooler is installed aft of the engine combining gearbox above the engine oil cooler and receives cooling air from the blowers mounted on the combining gearbox.

Sources must have quality procedures and processes to ensure that the work being performed complies with the respective drawing and Technical Order. Outstanding quality and thoroughness of the overhaul and repair is required. Records shall be maintained for all work performed, including the results of all required inspections. Maintenance records shall be provided to the Government upon request. All disassembly actions, component inspections, time change of components as required, assembly actions, and functional checks shall be performed in accordance with the applicable USAF TOs. After final assembly, all testing required in the TO shall be performed including a 2.8 hour run-in test on a certified test stand. Run-in on aircraft is not acceptable. This component is a Critical Safety Item, and the failure of which will result in an unacceptable chance of loss of aircraft and aircrew. Therefore, repair and overhaul sources must qualify in accordance with the appropriate Government engineering activity, AFLCMC/WIUED Engineering office, Robins AFB, GA. Additionally, the qualification procedures must be approved by AFLCMC/WIUED Engineering office. USAF TO 3R7-2-6-3 provides essential information to accomplish repair and maintenance functions on the noted items.

SECTION C: QUALIFICATION REQUIREMENTS
