About this file

This document is a pre-proposal presentation for a Public-Private Partnership (P3) between Orange County, Florida, and a private entity for developing and operating a new Materials Recovery Facility (MRF). The project involves designing, permitting, building, owning, operating, maintaining, and financing a new MRF on a +/-20 acre site adjacent to the County Landfill, with a 20-year contract term targeting commercial operations by July 2026. The non-mandatory pre-proposal meeting was held on May 18, 2023, with proposals due electronically on October 26, 2023, by 4:00 PM. The project aims to improve recycling and waste diversion processes, with a processing capacity of 35 tons per hour and specific performance standards including 95% capture rates for certain recyclable materials.

The contractor will be compensated through a Processing Fee consisting of two components: a Fixed Fee Component covering MRF construction costs amortized over 20 years, and an Operating Fee Component covering processing, marketing, and other operational expenses. The fee structure includes a revenue-sharing mechanism where 90% of excess revenue above the Processing Fee will be paid to the County. The project requires extensive documentation, including multiple forms detailing proposer information, project scope, technical descriptions, and a price proposal. Key performance requirements include operating hours (Monday through Saturday), security provisions, and acceptance testing to demonstrate compliance with specified performance standards. The project emphasizes innovation, collaboration, and sustainable operations, with a public education center included in the facility design.
