About this file

This Pre-proposal Meeting Slides document presents the Deschutes River Trail South Refinement Study, a consulting services procurement issued by the Bend Park and Recreation District in Bend, Oregon. The project seeks a qualified consultant team to develop and evaluate alternative trail alignments for the southern portion of the Deschutes River Trail, including schematic design, order of magnitude cost estimates, regulatory framework summaries, permitting requirements, right-of-way acquisition needs, and environmental impact assessments. The RFP was issued on July 31, 2025, with a non-mandatory pre-proposal meeting held on August 6, 2025, at 10:00 AM. Proposals are due on August 28, 2025, at 2:00 PM, with presentations and interviews scheduled for September 8-9, 2025. The Notice of Intent to Award is estimated for September 12, 2025, followed by Board of Directors approval on September 23, 2025. The project contract runs from October 1, 2025, through April 1, 2027, and encompasses four phases: Existing Conditions Assessment, Alternatives Development, Alternatives Analysis, and Preliminary Feasibility Study(ies). Deliverables include six review team meetings, six memoranda, four stakeholder touchpoints, three public touchpoints, and three Board presentations, with technical proposals limited to fifteen 8.5 x 11-inch single-sided pages using minimum 11-point text.

The project budget is estimated at $250,000, with evaluation criteria allocating up to 100 points for technical proposals, 25 points for presentations and interviews, and 15-18 points for fee proposals. Required qualifications include expertise in public participation processes, multi-use trail design, bridge design, and environmental review processes, with mandatory professional licensing from the Oregon State Board of Examiners for Engineering and Land Surveying. The procurement does not explicitly indicate set-aside designations for disadvantaged enterprises. The project follows a fifteen-year history beginning in 2012, with a halt from 2019 to 2024 due to anti-bridge legislation and conflict resolution processes; the Bend Park and Recreation District Board voted to restart the project in 2024 following community needs surveys and completion of the Deschutes River Access & Habitat Restoration Plan. Project goals include completing the southern portion of the Deschutes River Trail, minimizing environmental impacts, providing enhanced non-motorized access to the Deschutes National Forest, and reducing travel time to the Rimrock Trailhead from Southwest Bend.
