The MBTA seeks a qualified contractor to provide comprehensive bus operations, including two contractor-owned low-floor, ramp-equipped transit buses (30 feet or larger, with one spare), drivers, supervision, vehicle management, and all operational oversight. The service will operate seven days per week with 27 revenue hours on weekdays and 20 revenue hours on weekends, including seasonal Pond service from May through October. The pre-bid conference was held on October 23, 2025, at 11:00 a.m. in Canton. Bidders must submit questions via COMMBUYS by November 6, 2025, at 2:00 p.m., with official answers published by November 12, 2025. Proposal responses are due by December 3, 2025, at 2:00 p.m., with estimated contract execution in March 2026 and service commencement in April 2026. The contract term begins April 5, 2026, and extends through April 3, 2027, with two one-year renewal options available at the MBTA's discretion, with the final option extending through June 30, 2029.

Bidders must meet comprehensive insurance requirements, including $1,000,000 in Commercial General Liability, $1,000,000 in Automobile Liability, statutory Workers' Compensation coverage, and $20,000,000 in Umbrella Liability Insurance from Massachusetts-licensed carriers with a Best's rating of A- or better. Pricing is submitted using a provided template allowing bidders to calculate comprehensive service costs including driver expenses, maintenance, fuel, overhead, and management fees, with the MBTA reimbursing based on agreed-upon hourly rates and actual service hours subject to potential performance penalties. Key managers must demonstrate at least three years of transit management experience, and all vehicles must be less than 12 years old and meet MBTA accessibility standards per the vehicle checklist. The RFP emphasizes strict compliance with Americans with Disabilities Act accessibility standards and includes quarterly performance reviews, complaint management, radio communications, and mandatory notification to MBTA Operations Control Center for disruptions exceeding 15 minutes.
