About this file
This is a pre-bid conference presentation document for the Massachusetts Bay Transportation Authority (MBTA) regarding RFP 17F-26 for CNG bus overhaul machining services for Cummins engines. The MBTA seeks qualified contractors to provide engine machining services for cylinder blocks, cylinder heads, camshafts, crankshafts, and connecting rods for Cummins ISLG engines supporting the SR1982 fleet of 175 New Flyer CNG buses. The contract encompasses an estimated 115 engines at an anticipated production rate of three engines per month, with potential to increase to five per month. The pre-bid conference was held on February 26, 2026, at 11:00 a.m., with key deadlines including a March 6, 2026 deadline for bidder questions via COMMBUYS Q&A at 2:00 p.m., official answers published March 13, 2026 at 2:00 p.m., and responses due April 1, 2026 at 2:00 p.m. The contract term is four years or until all services are completed, with an estimated contract execution date of May 15, 2026 and service start date of May 22, 2026. The MBTA will award one contract based on best-value evaluation combining technical proposals, price responses, and performance capabilities rather than lowest price alone.
The MBTA will evaluate bidder responses based on pass/fail criteria, technical evaluation criteria, and price proposals, with performance measured through turnaround time, machining accuracy, conformance to manufacturer specifications, on-time delivery, quality control compliance, and documentation. Required qualifications include at least two years of experience with transit or transportation-related engine remanufacturing, adequate facilities and equipment, and sufficient financial resources. Bidders must submit firm fixed pricing for basic work components and hourly labor rates for unlisted work, and the MBTA is exempt from Federal Excise Tax and Massachusetts State Sales Tax, which should not be included in bid prices. Contractors must provide comprehensive insurance coverage including Commercial General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000 combined single limit, Workers' Compensation with Employers Liability of $1,000,000, and multiple other coverage types with specified limits. All responses must be submitted through COMMBUYS, and bidders are advised to allow sufficient time for submission, with support available from the OSD Help Desk at 888-MA-State (627-8283) or osdhelpdesk@mass.gov. The contract includes a one-year warranty beginning upon installation covering defects, labor costs, and shipping, with warranty repairs and redelivery required within five business days.
