Addendum No. 3 to RFP 17F-26 - CNG Bus Overhaul Machining Services

This is an addendum issued by the Massachusetts Bay Transportation Authority (MBTA) dated March 13, 2026, that amends Request for Proposals 17F-26 for machining, overhaul, and remanufacturing services for Cummins ISL CM2180 8.9L CNG engines supporting the SR1982 fleet of 175 New Flyer CNG buses. The addendum revises the contract term and updates Scope of Work requirements. The contract term has been modified to two years (24 months), and the addendum introduces new provisions governing material procurement, labor hour limitations, and component replacement procedures. Proposers are required to acknowledge receipt of this addendum in their proposal submissions.

The addendum establishes specific operational requirements for contract performance: contractors must first coordinate with the MBTA Project Team to determine material availability through MBTA inventory before procuring materials independently, and all material purchases must be supported by vendor invoices and reimbursed at actual cost with no markup permitted, not to exceed fifteen percent of total contract value without written MBTA approval. Labor hours for overhaul and remanufacturing of any single engine are limited to 120 hours unless additional hours receive prior written authorization from the MBTA Project Team. The contractor must inspect all engine components for condition and serviceability per applicable technical specifications and may only replace components determined to be worn, damaged, or not serviceable. Replacement of major components requires written authorization from the MBTA Project Team prior to proceeding, and MBTA reserves the right to request return, inspection, or photographic documentation of removed components to verify necessity of replacement. MBTA also reserves the right to review and audit all invoices and supporting documentation, and material purchases made without prior written authorization are ineligible for reimbursement.
