About this file
The document is a Pre-Award Inspection Checklist for evaluating a potential aircraft maintenance contractor's capabilities. The checklist comprehensively reviews three primary areas: Operations, Personnel, and Facility, with detailed criteria for assessing technical competence. Key operational requirements include current maintenance manuals, airworthiness directives, Federal Aviation Regulations (FARs), parts tracking procedures, and insurance documentation.
The inspection evaluates personnel qualifications such as licensed A&P and IA mechanics, current certifications, and experience levels on specific aircraft models. Facility assessment covers secure hangar space, required equipment, hazardous material storage, safety equipment, emergency preparedness, and fire safety. The document includes an Overall Confidence Rating scale with three levels: High Confidence (minimal government intervention needed), Some Confidence (some government intervention expected), and Low Confidence (significant intervention required), allowing the government to systematically assess a contractor's technical capabilities for aircraft maintenance contracts.
