About this file
This is an Addendum to a Request for Qualifications (RFQ) issued by the Town of Prattsburgh, New York for engineering services related to disaster recovery from Tropical Storm Debbie. The addendum responds to three inquiries submitted by potential bidders regarding fee structure, project delivery approach, and minority and disadvantaged business enterprise (M/WBE/DBE) requirements. The RFQ seeks engineering firms to develop construction drawings and assist with permit applications for repairs at three identified locations damaged by the August 9-10, 2024 storm, with potential for additional work throughout the Town to be discussed at a later date. Proposals were due August 13, 2026.
The addendum clarifies that bidders must submit hourly rates for each staff member by title, reimbursable expenses (travel, per diem, lodging, mileage, copying, overhead, and management), management fees for subcontractor oversight, and any other applicable charges. Projects will be bid as individual projects rather than a combined solicitation. The Town has established contracting goals of 10 percent each for Service-Disabled Veteran-Owned Businesses, Minority-Owned Businesses, Women-Owned Businesses, and Disadvantaged Business Enterprises. Bidders must document affirmative steps taken to utilize M/WBE and DBE firms as suppliers and subcontractors and submit evidence of these efforts with their bids. Contract funding is anticipated through FEMA disaster recovery assistance.
