About this file

This document is a Notice of Intent to Sole Source from the Centers for Disease Control and Prevention (CDC) to award a sole source firm fixed-price contract to The General Hospital Corporation. The CDC intends to award this contract as a follow-on to an existing contract (75D30123C18173) for the development, finalization, and implementation of Electronic Health Record (EHR) algorithms to provide routine estimates of Lyme Disease (LD) incidence and LD outcomes, and to monitor trends in LD epidemiology. The CDC has determined that The General Hospital Corporation is the only responsible source that can satisfy the agency's requirements, as significant start-up efforts, experience, and knowledge sharing have already occurred with the current network participants. The CDC will consider any responses received within 15 days of the issuance of this notice but reserves the right to award the contract to The General Hospital Corporation without competition. Interested parties should submit their interest and capabilities to the contract specialist by the specified deadline.

Text version

The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price contract to The General Hospital Corporation as a follow-on contract to 75D30123C18173 to develop, finalize, and implement Electronic Health Record (EHR) algorithms to provide routine estimates of Lyme Disease (LD) incidence and LD outcomes, and to monitor trends in LD epidemiology. Only one responsible source and no other services will satisfy agency requirements, as the start-up efforts, in terms of time, experience, and knowledge sharing, for all network participants have been significant and any contract awarded to other vendors would result in a loss of work and current data already collected. We conclude that the only vendor option for the service contract is The General Hospital Corporation. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist Ashley Williams at dal3@cdc.gov by 12:00 PM EST on May 1, 2024.
