About this file

This document is a Questions and Answers (Q&A) addendum for Request for Proposal (RFP) PR352956 for a 5-axis CNC machine at Oak Ridge National Laboratory. The Q&A addresses technical specifications and procurement details, including clarifications on machine configuration, spindle speed range (0-4,000 rpm), payment terms (Net 30 for large businesses, Net 15 for small businesses), and delivery requirements (30 weeks after purchase order issuance). Key technical specifications confirmed include a mill turn configuration with one main spindle, one sub spindle, one milling spindle, and one turret.

The document also covers additional vendor inquiries about tariff pricing, machine certification, and documentation requirements. Vendors are instructed to bound their proposals with clear assumptions, ensure electrical certification through a Nationally Recognized Testing Laboratory (NRTL), and comply with all applicable safety regulations. The solicitation emphasizes a full and open competition approach, with all questions and answers distributed to all interested parties to maintain transparency in the procurement process.

REQUEST FOR PROPOSAL (RFP)

RFP: PR352956_5 axis CNC machine

Questions and Answers

April 17, 2025

Question 1) I don’t know of a machine that will spin a 26” diameter part at 4,000rpm. A part that large would be much slower rpm. Should this read “MAXIMUM workpiece diameter

Answer 1) Primary/Sub spindle speed range should be 0-4000 rpm. Technical requirements have been updated to reflect.

Question 2) Your terms call for Net 30 days in one area and another area there is verbiage around milestone payments. Can you clarify?

Answer 2) ORNL will consider milestone payments, but all payments made will be at N30 for any large business and N15 for any small business.

Question 3) Is there a need for a “Sub or Counter spindle” to allow for part handoff and back working operations?

Answer 3) We require a mill turn configuration with one main spindle, one sub spindle, one milling spindle, and one turret.

Technical requirements have been updated to reflect.

Question 4) Please clarify that you are looking for only ONE Milling spindle and ONE Lower Turret?

Answer 4) We require a mill turn configuration with one main spindle, one sub spindle, one milling spindle, and one turret.

Technical requirements have been updated to reflect.

Question 5) Please clarify required machine delivery time after P.O. is issued

Answer 5) We require the system to be delivered and installed within 30 weeks of PO issuance. Technical requirements have been updated to reflect.

Question 6: We would instead have a steady rest installed on the machine and that would fit the need. [We] just wanted to see if [this] is still acceptable.

Answer 6: System must meet technical requirements per Solicitation Attachment C, Statement of Requirements.

Question 7: We do however still have outstanding questions about the spec and feel as though we would be unable to provide an accurate technical proposal without reviewing the requirements of this machine, the type of part and machining process that will be needed. Is there someone we could reach out to (if it is not you) to try and get a better understanding before the due date?

Answer 7: Please see the requirements per Solicitation Attachment C, Statement of Requirements. As we are in full and open competition, all questions and answers must be provided to all interested parties.

Question 8: Pricing valid for 120 days is difficult at this time given what is going on with the tariff situation. I can discuss with [REDACTED] regarding holding the machine and option pricing for 120 days with the disclaimer that any tariff implemented would be added as a line item of additional cost if that is acceptable

Answer 8: Please see updated Solicitation language being incorporated regarding tariffs. Offerors are encouraged to bound their proposal with all assumptions clearly stated.

Question 9: What is acceptable documentation for NRTL requirements?

Answer 9: The machine must be electrically certified in accordance with a Nationally Recognized Testing Laboratory (NRTL) standard. Certification must be clearly documented and compliant with all applicable safety regulations.
