About this file

This Statement of Work (SOW) details a contract for developing and testing a container-based expeditionary machine tool for the Department of Energy. The objective is to design, develop, deploy, and test a mobile machining solution capable of high-performance machining in austere or remote environments, specifically for an exercise in Oahu, Hawaii.

The SOW outlines four primary tasks: (1) Design and Integration Support, including control design and coordination of power/ventilation requirements; (2) Development Contributions, involving providing 3D component files and CAM toolpath generation; (3) Deployment and Testing, which includes shipping the prototype to Oahu, demonstrating system functionality, and producing demonstration components; and (4) Project Management through biweekly virtual meetings. The contract period runs from contract initiation through September 31, 2025, with key dates including delivery to the Oahu port on June 13, 2025, and final capability exercise on July 13, 2025. Roles are divided between the Seller (leading machine tool integration) and the Company (providing engineering support and funding), with joint responsibility for design and testing collaboration.

Statement of Work

Development and Testing of Container-based Expeditionary Machine Tool

Objective: To design, development, deployment, and testing of an expeditionary machine tool system housed within a shipping container. These services exercise a mobile machining solution capable of delivering high-performance machining capabilities in austere or remote environments.

Period of Performance:

The construction of the mobile container system concurrently with the execution of this services contract. This services contract encompasses all activities required to exercise and demonstrate the machine’s capabilities leading up to the planned exercise, including shipment of the system to Oahu, HI. The period of performance for this contract will be from initiation of contract, through September 31, 2025.

Scope:

TASK 1: Design and Integration Support

• Design control of the container-based CNC. ORNL (Company) will provide support for ensuring the unit meets the safety and performance requirements of the exercise.

• Seller and Company will coordinate on the specified power requirements, ventilation requirements, approximate weight and weight limits, inspection and handling requirements, and shipping location.

TASK 2: Development Contributions

• Company will provide a list of at least QTY 3 components in the form of 3D STEP (.stp) files to be fabricated on-site during the exercise in Oahu, HI. These parts will range in complexity, but will be decided upon with Seller to ensure machining capability.

• The list of part geometries will be provided to Seller by Company.

• Seller’s application team will provide assistance to Company for the Computer Aided

Manufacturing (CAM) toolpath generation, (utilizing Siemens NX or Mastercam) cutting tool selection, and workholding of the supplied components. Seller and Company will work together to define the initial stock condition and machining strategies as ‘recipes’. These ‘recipes’ will be used to showcase the capability during the on-site exercise in Oahu, HI.

• Company will supply cutting tools and material to Seller for any initial testing of the machining operations prior to deployment.

TASK 3: Deployment and Testing

• Seller shall support the deployment of the prototype system to designated testing site in the

Oahu, HI exercise. This includes arranging the shipment of the unit to the Oahu, HI port.

• Seller shall demonstrate the ability for the container-based unit to maintain functionality following repeated lifting and repositioning.

• Seller shall demonstrate the ability for the container-based unit to produce at least one of the demonstration components before receiving in Hawaii.

• Seller shall provide a least one applications personnel to the demonstration in Oahu, HI for support of the exercise.

TASK 4: Project Management:

• Seller and Company shall coordinate periodic virtual meetings at least once every two weeks, to discuss projects updates, questions, and concerns.

Roles and Responsibilities:

• Seller: Lead the integration of the machine tool into the container and provide necessary hardware and applications support.

• Company: Provide engineering support, testing resources, and funding for project services.

• Joint Responsibility: Collaboration on design and testing to ensure the system meets defined requirements and on-time delivery.

Key dates:

• Delivery Oahu, HI port: June 13, 2025 (Date may be subject to change, but no earlier)

• Date of final exercise of capabilities in Oahu, HI: July 13, 2025
