STATEMENT OF WORK

(COURIER SERVICE)

PROVIDE COURIER SERVICE OF CBP SENSITIVE DOCUMENTS TO AND FROM VARIOUS CBP SITE LOCATIONS AS IDENTIFIED TWICE DAILY.

SCOPE OF WORK:

Contractor will be required to collect several mail bags with a maximum weight of 40lbs each and deliver them to the following locations twice a day:

SITE

1. U.S. Customs and Border Protection, 1 East Bay Street, Savannah, GA 31401;

2. U.S. Customs and Border Protection, Savannah Operations Ctr, 139 Southern Blvd, Savannah, GA 31405;

3. U.S. Customs and Border Protection, c/o Georgia Ports Authority, 2 Main Street, Garden City, GA 31408.

NOTE: Location 3 is a secure facility. TWIC card is required to gain entry to this location.

TWIC cards can be obtained from Georgia Ports Authority (GPA) at 5302 Frederick Street, Suite 203 Savannah, GA 31406. Contact GPA for more information required for processing at telephone number is 912-356-5535. Cost for the card is $132.50 paid via company check, money order or VISA card. Processing time for the card is approximately 4-6 weeks.

NORMAL WORKING HOURS:

SERVICE: MONDAY THRU FRIDAY, EXCEPT FOR FEDERAL HOLIDAYS

DAILY PICK UP SCHEDULE

MORNING SCHEDULE

Bag Pick up time shall begin at SITE 1 @ 10:00AM.

Delivery/Pick up @ SITE 2 @ 10:30AM.

Delivery/Pick up @ SITE 3 @ 11:00 AM.

Deliver @ SITE 1 @ 11:30AM.

Deliver @ SITE 2 @ 12:00PM

AFTERNOON SCHEDULE

Pick up at SITE 1 @ 2:00PM.

Delivery/Pick up @ SITE 2 @ 2:30PM.

Delivery/Pick up @ SITE 3 @ 3:00PM.

Deliver @ SITE 1 3:30PM.

Deliver @ SITE 2 @ 4:00PM

QUALITY CONTROL PROVISIONS

1) The Contractor and all contractor personnel shall become familiar with and comply with the entrance and exit regulations for each site location.

2) No materials shall be removed from the bags at any time. Contents of each bag will be kept secure at all times and necessary precautions taken to protect against theft, loss or damage.

3) The Contractor shall ensure that upon completion of work that all tools, equipment, and supplies are returned to the designated storage place.

4) The Government will hold the Contractor responsible for any damage to Government property due to his/her failure to comply with these specifications.

1. GENERAL REQUIREMENTS

2. LENGTH OF AGREEMENT

The Contractor will be issued a purchase order that will provide for contractual services for the specified dates.

Base Year – Date of Award through September 30, 2010

Option Year 1 – October 1, 2010 through September 30, 2011

Option Year 2 – October 1, 2011 through September 30, 2012

Option Year 3 – October 1, 2012 through September 30, 2013

Option Year 4 – October 1, 2013 through September 30, 2014

Note: Issuing of Option Years are not guaranteed. Option Years shall be based on availability of each fiscal year funds.

3. GOVERNMENT FURNISHED PROPERTY (IF APPLICABLE)

At termination of this contract, the contractor shall return all Government-owned equipment that has been assigned to him/her for contract performance in the same condition, less normal wear-and-tear, as when initially received by the Contractor.

4. CONTRACTOR FURNISHED PROPERTY AND SERVICES

The Contractor shall provide all equipment, material and labor to perform the requirements of this contract. The Contractor shall take all action necessary to protect his/her and Government furnished supplies, materials, and equipment, and the personal property of his/her employees from loss, damage, or theft.

Selected contractor will be required to provide a copy of their Liability Insurance certificate.

5. LOST AND FOUND ARTICLES

The Contractor shall ensure that all articles found by his/her employees while performing their duties under this contract are turned into the Government Authorized Representative, at the facility.

6. MANAGEMENT

The Contractor shall manage the total work effort associated with the services required herein to assure fully adequate and timely completion of these services.

· Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, and quality control.

· The Contractor shall maintain an adequate workforce to complete work in accordance with the time and quality standards specified herein.

7. INSPECTION

All services, workmanship and material furnished or utilized in the performance of this contract shall be subject to inspection by the Government at any time during the term of the contract. All inspections by the Government shall be made in such a manner as not to unnecessarily delay the Contractor’s work.

The authorized representative is responsible for inspection of the Contractor’s work performance.

· If any service(s) performed are not in accordance with the contract requirements, the Government shall have the right to require the Contractor to correct the service(s) performed at no additional cost to the Government.

8. SAFETY REQUIREMENTS AND REPORTS

All work shall be conducted in a safe manner and shall comply with activity requirements.

· The Government will not provide safety equipment to the Contractor.

· The Contractor is to provide safety controls for the protection of the life and health of employees and other persons; to prevent damage to property, materials, supplies and equipment, and to avoid work interruptions in the performance of this contract.

· The Contractor shall comply with all pertinent provisions as may be amended by the U.S. Department of Labor, Occupational Safety and Health Act (OSHA), and all local fire codes.

The Contractor shall report to the authorized representative in writing all accidents resulting in death, trauma, or occupational disease.

· All accidents must be reported to the Contracting Officer within 24 hours of their occurrence.

The Contractor shall submit to the Government Authorized Representative a full report of damage to Government property and/or equipment caused by Contractor employees.

· All damage reports shall be submitted to the Government Authorized Representative within 24 hours of the occurrence.

9. PERMITS

The Contractor shall without additional expense to the Government, obtain all appointments, licenses, and permits required for the execution and completion of the work. The Contractor shall comply with all applicable federal, state and local laws. See information under “Scope of Work” for the required TWIC card necessary to gain entrance to Site 3

10. MATERIAL AND SUPPLIES

Contractor shall furnish all necessary materials, supplies, equipment and/or transportation to meet the requirements specified herein.
