About this file

This document establishes qualifications and evaluation factors for a contractor to perform standby generator design, installation, commissioning, and ongoing maintenance work on behalf of a U.S. Embassy facility in South Africa.

The contractor must be an electrical/mechanical construction professional with demonstrated expertise in generator-related tasks including installation and commissioning of diesel/gas standby generators, automatic transfer switch (ATS) integration, fuel storage and delivery systems, exhaust and ventilation systems, acoustic enclosures, electrical paralleling and synchronization, and routine/preventive and emergency maintenance. The nominated Project Manager and Site Superintendent must be permanent, direct employees of the prime contractor, not subcontractors or joint-venture partners. All work must comply with South African standards including SANS 10142-1 (electrical wiring), Electrical Installation Regulations 2009, SANS 10087 (LP gas installations), and U.S. Government standards including IBC/NEC-aligned electrical safety practices and SHEM safety standards.

The contractor and subcontractors must maintain active South African registrations: CIDB registration with appropriate grading in Electrical Engineering (EB) and Mechanical Engineering (ME); Registered Person status under the Electrical Installation Regulations 2009 authorized to issue Certificates of Compliance; ECSA registration (Pr Eng or Pr Tech Eng) for any engineers engaged in system design; SAQCC Gas registration if gas-fired units are involved; NERSA registration if grid interconnection or embedded generation applies; MBA North active corporate membership for civil works; and manufacturer/OEM factory-trained certification for specific generator brands being serviced (Cummins, Caterpillar, FG Wilson, Perkins). Required submittals include general background information, detailed qualifications of personnel, listing of recent generator work in Gauteng Province with photographs and addresses, minimum five references, active CIPC registration, copies of all required local certifications, proof of Registered Person status with sample Certificates of Compliance from prior projects, UIF and COIDA Letter of Good Standing demonstrating active direct local employment, manufacturer/OEM authorized dealer or factory-trained service certification, and NERSA registration proof if applicable.

Qualifications & Evaluating factors. Kindly ensure to address the below in order for the Technical team to properly evaluate your proposal.

Contractor should be an electrical/mechanical construction professional with demonstrated experience in generator maintenance and installation and should perform the work in accordance with this SOW. Contractor shall lead the design, installation, commissioning, and ongoing maintenance of standby generator systems. Contractor shall be supplemented as needed by qualified electrical engineers, mechanical engineers, and civil/structural engineers (for generator pads, enclosures, and foundations). The Contractor should assume sole execution for the majority of and responsibility for the scope in this SOW, with the fuller team engaged only when necessary or when specific expertise is required.

Contractor shall possess proven experience executing generator-related tasks, including but not limited to: installation and commissioning of diesel/gas standby generators; automatic transfer switch (ATS) integration; fuel storage and delivery systems; exhaust and ventilation systems;

acoustic enclosures; electrical paralleling and synchronization gear; and routine/preventive maintenance and emergency repair of existing generator assets. OBO expects the Contractor to have expertise with local electrical construction standards and general generator installation/maintenance practice, and to be receptive to USG requirements. All generator installation, modification, and maintenance work shall be performed in accordance with SANS 10142-1 (The Wiring of Premises, including provisions governing standby and alternative power supplies), the Electrical Installation Regulations, 2009 issued under the Occupational Health and Safety Act (OHSA) 85 of 1993, and, where applicable, SANS 10087 (LP Gas installations), as well as the Embassy's standards for occupancy and operation by the United States Government (USG), including IBC/NEC-aligned electrical safety practices and SHEM safety standards.

The nominated Project Manager and Site Superintendent (or Lead Electrician/Site Supervisor) must be permanent, direct employees of the Prime Contractor submitting the proposal. They may not be independent contractors, consultants, or employees of a joint-venture partner or sub-tier contractor.

To ensure adherence to regional codes and standards governing electrical and generator work, the Contractor and its sub-contractors shall maintain and provide proof of the following active South African registrations where applicable:

• CIDB (Construction Industry Development Board): Active registration with an appropriate grading in Electrical Engineering (EB), and Mechanical Engineering (ME) where mechanical/fuel-system scope is involved.

• Registered Person — Department of Employment and Labour: The Contractor must employ or engage an individual registered as a "Registered Person" under the Electrical Installation Regulations, 2009, authorized to inspect, test, and issue a Certificate of Compliance (CoC) for all generator-related electrical installations, transfer switch integrations, and any associated wiring modifications, per SANS 10142- 1.

• ECSA (Engineering Council of South Africa): Any electrical or mechanical engineers engaged for generator system design (sizing, load studies, paralleling schemes) must hold a valid Professional Engineer (Pr Eng) or Professional Engineering Technologist (Pr Tech Eng) designation.

• SAQCC Gas (South African Qualification and Certification Committee for Gas): Where the generator utilizes an LP gas or natural gas fuel system, the installer must hold a valid SAQCC Gas registration and be authorized to issue a Gas Certificate of Compliance in accordance with SANS 10087.

• NERSA (National Energy Regulator of South Africa): Where generator capacity, configuration, or any grid-interconnection/embedded generation arrangement triggers licensing or registration thresholds under the Electricity Regulation Act, the Contractor shall hold or facilitate the applicable NERSA registration.

• Master Builders Association (MBA North): Active corporate membership, where civil works (generator pads, enclosures, sound barriers) are part of the installation scope.

• Manufacturer/OEM Certification: Technicians performing maintenance or repair must be factory-trained and hold current authorized service/dealer certification for the specific generator make and model(s) being serviced (e.g., Cummins, Caterpillar, FG Wilson, Perkins).

Required Submittals

To verify the capacity to meet the required target schedule and quality standards, the following information shall be provided about the Contractor for review:

• General background information.

• Detailed qualifications and experience of individuals inspecting, installing, and maintaining generator systems.

• Listing of Contractor's recent and prior generator installation and maintenance work in

Gauteng Province, with photographs and addresses.

• Listing of recent prior work with specific emphasis on standby generator installations, ATS integration, and electrical paralleling systems.

• References (minimum of five).

• Copies of active CIPC (Companies and Intellectual Property Commission) registration verifying legal operation in South Africa.

• Copies of all required local certifications, including valid CIDB and ECSA certificates for the prime contractor and relevant subcontractors.

• Proof of Registered Person status for the individual(s) responsible for issuing electrical

Certificates of Compliance, along with sample CoCs from prior generator installation projects.

• Proof of SAQCC Gas registration and authority to issue a Gas CoC, if the generator scope includes gas-fired units.

• Proof of the Prime Contractor's active registration with the South African Department of Employment and Labour for Unemployment Insurance Fund (UIF) and Compensation for Occupational Injuries and Diseases Act (COIDA) (Letter of Good Standing). This must be in the Prime Contractor's name, demonstrating an active, directly employed local workforce.

• Proof of manufacturer/OEM authorized dealer or factory-trained service certification for the generator brand(s) proposed for installation or maintenance.

• Proof of NERSA registration, if the generator installation involves grid interconnection or embedded generation subject to licensing.
