About this file
This is a Single Source Justification document for a simplified acquisition threshold contract submitted by the U.S. Department of State, Global Acquisitions office, for the U.S. Embassy Zagreb.
The Department of State seeks to award a sole source contract to Motion Media Company for videography and photography services to document Freedom 250 events over a 10-day period. The required services include on-site video recording and photography at all Freedom 250 event venues, editing and delivery of final video and photographic products in government-specified formats, and availability for the full duration of all scheduled and unscheduled events throughout the 10-day period. The contracting officer justified the sole source award under Federal Acquisition Regulation 13.106-1(b)(1) based on urgency and other factors. The primary justification centers on Motion Media Company's unique qualifications, including established familiarity with Freedom 250 event protocols and personnel, specialized technical capabilities tailored to the specific visual documentation standards required, and the ability to provide continuity of the visual record essential for historical, archival, and communications purposes. The contracting officer determined that splitting the requirement among multiple vendors or conducting a competitive process would result in fragmented deliverables, inconsistency in style and quality, and would undermine the integrity of the final product and the Department's public diplomacy mission. The contracting officer certified that the anticipated price to the government is fair and reasonable. The justification was signed by Lauren Perlaza, Public Diplomacy Officer (Requirements Cognizance), and Matthew A. Dean, Contracting Officer for U.S. Embassy Zagreb, on June 30, 2026.

SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED
ACQUISTION THRESHOLD
SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING
ACTIVITY
Department of State Contracting Activity
☒ Overseas Post – U.S. Embassy Zagreb
Requiring Activity Videographer and Photographer for Freedom 250 Events
SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING
APPROVED
Approval is requested to award on a sole source basis Motion Media Company for the services described in Section 3 on behalf of the Requiring Activity.
SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS
The Department of State requires the services of a qualified videographer and photographer to provide comprehensive documentation coverage of all Freedom 250 events over a 10-day period. Services include, but are not limited to:
• On-site video recording and photography at all Freedom 250 event venues
• Editing and delivery of final video and photographic products in formats specified by the
Government
• Availability for the full duration of all scheduled and unscheduled Freedom 250 events across the 10-day period
SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING
OTHER THAN FULL AND OPEN COMPETITION
In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting
Officer has deemed only one source reasonably available based on the following:
☒ Urgency
☐ Exclusive licensing agreements
☐ Brand-name
☐ Industrial mobilization
☒ Other
The proposed contractor possesses unique qualifications, established relationships, and specialized knowledge of Freedom 250 event protocols, personnel, and operational requirements that cannot be replicated by another vendor within the required timeframe without significant disruption to mission continuity.
SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S
UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES
USE OF THE AUTHORITY CITED
The proposed contractor has demonstrated unique qualifications that make them the only viable source capable of fulfilling this requirement. Specifically:
• Established Familiarity with Freedom 250 Events: The proposed contractor has developed an in-depth understanding of the Freedom 250 event structure, key personnel, operational tempo, and logistical requirements. This institutional knowledge is critical to ensuring seamless, uninterrupted visual documentation across all events during the 10-day period.
• Specialized Technical Capability: The proposed contractor possesses specialized equipment, technical expertise, and production capabilities tailored to the specific visual documentation standards required for Freedom 250 events.
• Continuity of Visual Record: The proposed contractor will be involved in all Freedom
250 documentation efforts, providing an unbroken visual record that is essential for historical, archival, and communications purposes. Introducing a new vendor would create inconsistency in style, quality, and contextual understanding of the subject matter.
The requirement demands a single, cohesive team of videography and photography professionals who can provide consistent, coordinated coverage across all Freedom 250 events.
Splitting this requirement among multiple vendors or conducting a phased competition would result in fragmented deliverables and undermine the integrity of the final product.
Visual documentation of Freedom 250 events serves a critical public diplomacy and strategic communications function for the Department of State. Any gap in coverage or degradation in quality resulting from a vendor transition would directly harm the Department's ability to communicate key messages to domestic and international audiences.
SECTION 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT IS FAIR AND REASONABLE
By signing the justification, the Contracting Officer makes a determination that the price to the Government is anticipated to be fair and reasonable.
