About this file
This document is a Questions and Answers file for a U.S. Embassy travel management services solicitation for the Comoros. The file addresses detailed inquiries about transaction fee structures, service offerings, and pricing for travel-related services including ferry tickets, car rentals, hotel reservations, and event support services. Key points include clarification on service categories, confirmation of booking policies (such as lowest refundable fare requirements), and guidance on quoting fees for services like seminar and workshop assistance.
The solicitation, issued by the U.S. Embassy of Madagascar and Comoros, seeks a professional service provider for official domestic travel services in the Comoros Union. The original proposal deadline was December 19, 2025, at 1:00 PM local time, which was subsequently extended to December 26 at 13:30. The opportunity is for supporting travel for government employees, contractors, and invitational travelers, with specific emphasis on flexible booking and transparent fee structures. Potential vendors are advised to submit proposals addressing the detailed service requirements and to contact rajaonarh@state.gov for any additional questions.

1. On the Transaction Fee table, what is meant by the “Base Period, Option Period 1, 2, 3, 4”.
This is an annual quote that might be changed per year
1. Much of the contract addresses the purchase of air tickets, which is not applicable to our context, since the USG does not allow travel on the domestic airline. I understand typical services requested will be purchase of ferry tickets, provision of car rental services, and hotel reservations. The ferry services will be provided by a division of our own company, and hotel and car reservations will be made in person directly with the service providers here in Moroni. For these type of services, would this fall under “Off-site services,” or “Hotel or Car booking without air,” (even if it includes domestic ferry booking)?
Please note that there is no U.S. Government policy prohibiting domestic air travel in the Comoros. The Embassy follows standard U.S. Government processes in assessing risk related to air travel and makes decisions about the best method of transportation to use according to those policies. All types of services listed in the table should be made according to the revised table.
1. What does “Assistance with seminars, meetings, and workshops” entail? This is to quote our service fee to provide all possible services associated with organizing a workshop, including booking the venue, organizing catering, printing materials, etc.? Is this fee rated differently depending on the number of participants or amount of services required? Or do we have to quote something that would be appropriate assuming the maximum amount of time and services required?
The Embassy has not historically used this service; however, you may submit a proposal fee for the mentioned services that the Embassy may consider in the event that these services are required in the future. Please always consider quoting a service fee per person. The revised table will show how to quote the services based on the number of participants
1. Do you expect/require a quotation for every block in the table, or will you tell us if only certain blocks are applicable to this tender?
Please fill out the new revised table.
1. In the air ticket section you specified to book the lowest available fully refundable fare.
Yes , we confirm that this is the authorized fare policy
For hotel lodging, in case of last-minute cancellations there will be cancellation fees, from 25% up to 100% of the booked reservation. Please advise how billing will be handled in such situations.
For the lodging, you need to make sure that the hotels provide you with the booking and payment conditions. And if possible, it is advisable to negotiate for a flexible cancellation policy to ensure a certain degree of flexibility. While cancellations are always subject to uncertainty, a service fee will be applied regardless of the booking status.
1. If appropriate, can you indicate a “reasonable and customary” range of fees for these services? If it is not appropriate to do so, I understand.
Generally, the established market prices in the location in question would be considered reasonable, but the U.S. Government may conduct further negotiations after the receipt of proposals, if necessary, under FAR 15.306.
