About this file
This document is a Questions and Answers file for Request for Quotation (RFQ) PR15466657 for the Installation of New Modulating Valve. The Q&A provides clarifications about a chilled water system upgrade, addressing eight key technical questions raised during a site visit. Critical details include confirmation that the Primary Chilled Water Pump operates with constant flow, only the Secondary pump has a Variable Frequency Drive (VFD), and the minimum chiller flow requirement is 36.6 L/S.
The document resolves specific installation and operational queries, such as the existing sequence of operation (bypass flow based on orifice plate boundaries), location of the Differential Pressure Sensor, and drainage methods. A notable resolution is approval for removing the existing orifice plate and installing new modulating valves due to space constraints, which was explicitly confirmed as acceptable by the project team. The Q&A serves to provide precise technical clarifications to potential contractors to help them accurately scope and price the proposed installation work.

Request for Quotation PR15466657
Installation of New Modulating Valve No. Question (Action) Answer
While the site visit provided a general understanding of the existing system, the following points require formal clarification to finalize the scope of work and commercial proposal:
1 Confirmation of the existing Sequence of Operation.
Existing bypass flow based on orifice plate boundaries, no other controls
2 Confirmation of the location and function of the existing Differential Pressure Sensor (DPS) for the secondary pump.
Start / end of the Primary header and Secondary header of the Chilled water closed circuit
3 Clarification on whether the Primary Chilled Water Pump operates as a constant or variable flow pump.
YES (Constant flow)
4 Confirmation on the presence of VFDs for both the Secondary Pump and Chiller
Only Secondary pump
5 Confirmation of the minimum flow requirement for the Chiller.
36.6 L/S
6 During the visit, the Facility Management Team did not recommend installation of a 150mm isolation valve between the Primary CHW Pump No. 2 and No. 3 delivery lines – formal clarification is requested.
NOT Required
7 As per Clause 1.2 C, it is specified that the existing orifice assembly shall be retained in a parallel line. However, due to space constraints, installation of two parallel lines is not feasible. We propose to remove the orifice plate and install new modulating valves.
Kindly confirm if this approach is acceptable.
YES
8 Clarification on the approved temporary drainage method for existing pipelines is requested.
Isolating valves are present in both Header and drain line, which is located at the pump suction at the lowest point of the pump. the floor drains which are adjacent to the pump skid which could be used for draining the chill water.
