About this file
The Express NDAA Certification Form is a compliance document related to the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year 2019, specifically addressing representations about covered telecommunications equipment and services. The form requires merchants to disclose whether they provide or use covered telecommunications equipment or services in their offerings to the U.S. Government, as part of a procurement requirement outlined in Federal Acquisition Regulation (FAR) provisions 52.204-24 and 52.204-26.
The form is directly linked to a specific federal contract opportunity (Solicitation Number PR15344280) for Packing and Shipping Services for the U.S. Embassy in Oslo, Norway. The solicitation seeks a vendor to provide packing and shipping services for household effects and unaccompanied air baggage, with a pre-pack-out survey scheduled for June 12, 2025. Quotes are due by 16:00 on June 5, 2025, and must be submitted electronically to OsloGSOProcurement@state.gov. The U.S. Government intends to award a firm-fixed-price purchase order to the lowest-priced, responsible quoter, with payment terms following the Prompt Payment Act.
