PR15301671 ERB-FAC-7112- Non-Battery-Operated Tools Vendor Questions & USG Answers

Q.1 I am wondering if you can tell me whether you ever work through military transportation to receive items from the US?

For example, I think that I may be able to work with one of the state-side Air Force Bases (Travis AFB for example) and fly the items to Harir Air Base for delivery to the final destination.

(Is that destination the Consulate office address 413 Ishtar St., Ainkawa, Erbil, Iraq?)

Can you tell me if this is a normal operational tactic for you to receive materials from the States? If not, do you recommend any certain shipping modality that you have found consistently is able to deliver to your destination?

A.1 Please note that our primary shipping method for items des�ned for the United States is through our dispatch agency at the following address:

It is important to highlight that during the evalua�on process, we will account for the addi�onal shipping cost from the despatch agency to the U.S. Consulate in Erbil, Iraq. Therefore, offers that include shipping to the consolida�on point (dispatch agency) will be considered with this addi�onal cost factored in. This will ensure equal opportunity for both U.S.-based and local (overseas) vendors who include direct shipping to the U.S. Consulate in Erbil, Iraq in their offers.

Q.2 I can ship directly to the consolida�on point in NJ and they will forward the items on to Erbil, Iraq, correct?

By doing this I do not need to calculate du�es, tariffs, taxes, etc. because those will be calculated and paid as part of normal business transac�ons that take place at the consolida�on point. However, to ensure fairness in quotes, the cost of those "taxes" will be added to the botom line of my quote (since ul�mately these are expenses the consulate will need to pay).

A.2 Yes, you may ship the items directly to the consolida�on point in New Jersey, from where they will be forwarded to Erbil, Iraq.

Addi�onally, please note that we are a U.S. government agency under the Department of State and are exempt from taxes. Kindly ensure that your quota�on reflects this exemp�on by excluding all applicable taxes

Q3.

Are you accep�ng quotes for this RFQ which ship to a US consolida�on point? Or must quotes add the cost of shipping direct to the consulate? Milwaukee’s pricing to any of the US consolida�on points is substan�ally lower, which is driving our ques�on.

A.3 Kindly note that we accept quota�ons that include shipping to our consolida�on point (dispatch agency) at the following address:

Q.4 We are an American company located in El Cajon, CA. We would like to provide you with our prices, but we have a ques�on.

Do we have to be registered with Ashes, or is it an open compe��on?

Please advise.

A.4 It is an open compe��on, and you can submit your package by following the instruc�ons men�oned in the RFQ package.

Q.5 pleas advice if we have to submit both Technical and commercial proposals separately in same email?

A.5 Yes, you can submit both separately compiled packages in one email.

Q.6 Are you accep�ng quotes for this RFQ which ship to a US consolida�on point? Or must quotes add the cost of shipping direct to the consulate?

A.6 See answer to ques�on no. 1.

Q.7 During our review of Atachment 1, we iden�fied several line items that require clarifica�on regarding size specifica�ons (e.g., blades, cu�ng wheels, and saw dimensions). We respec�ully request addi�onal details on these items to ensure a compliant and accurate submission.

A.7 Along with each line item we provided the model number, this shall help the vendor to iden�fy the correct size required. Please, use the model number to iden�fy the addi�onal required informa�on.

Q.8 I would appreciate it if you could approve our request to add a column in our Excel sheet where we can include a photo for each item. This is to help ensure that we are offering the correct item.

Alterna�vely, if you have another technique that you would prefer we use to achieve this goal, please let us know.

A.8 Atachment #2 was provided solely as a template to help standardize vendor responses and submission forma�ng. It is intended for vendors to insert photos of their proposed items directly into the document.

The purpose is to demonstrate the expected format for submi�ng photographs of your offered products.

There are no restric�ons on the vendors to add more columns and include more informa�on about the products they are proposing.

Q.9 Also, for those items on your list which are discon�nued by Milwaukee, can you please provide guidance?

A.9 Listed brand items are for clarifica�on only; vendors may suggest alterna�ve items from other brands that provide the same func�onality of the originally listed/required item(s).

Q.10 I no�ced that Atachment 1 of the Line Items and Pricing references a total price in Dinar; however, I have prepared the quota�on in U.S. dollars. Could you please confirm if submi�ng the prices in U.S. dollars is acceptable?

Only vendors iden�fied as American Vendor(s) as per Federal Acquisi�on Regula�on (FAR) are qualified to quote in U.S. Dollars and receive their payments (if awarded a contract and delivered successfully) in U.S.

Dollars accordingly.

Q.11 Will our quota�on be acceptable if the delivery point is Erbil Airport, considering that we are a non-Kurdish and Iraqi company?

A.11 Yes, but cost of transporta�on from the Airport to the Consulate will be added to the offer for fare compe��on.
