Additional requirements/specification:
Your offer may be for the specific brand or its functional equivalent. If a functional equivalent is offered, a photograph and specification sheet must be attached.
However, preference will be given to quotations adhering to the specification supplied, but suitable alternatives may also be considered.
The Embassy intends to award a purchase order to a responsible vendor that submits an acceptable quotation at the lowest price.
The Government may elect to award a single Purchase Order or multiple Purchase Orders as a result of this requirement – reference: 52.216-27 SINGLE OR MULTIPLE
AWARDS (OCT 1995)
The U.S. government is prohibited from entering into a contract with any commercial entity that uses equipment, system, or services produced by: Huawei, ZTE, Hikvision, Dahua, or Hytera, and/or their subsidiaries or affiliates. Submission of a completed NDAA certificate is required (see attached – please complete all required sections).
Your firm must be registered and active in the US Government System for Awards Management (www.sam.gov) in order to receive an award.
All Department of State contractors must a. Confirm by certification that contractor is not in violation with Executive Order 14173: Ending Illegal Discrimination and Restoring Merit-Based Opportunity; and b. Incorporate the provision Certification Regarding Compliance with applicable Federal anti-discrimination laws included below:
Certification Regarding Compliance with applicable Federal anti-discrimination laws No funds awarded under this contract may be used for any initiatives or programs, or any activities that do not comply with Executive Order 14173 titled Ending Illegal Discrimination and Restoring Merit-Based Opportunity.
The Contractor shall submit, prior to award or upon request from the Contracting Officer, a certification that confirms:
1. Its compliance in all respects with all applicable Federal anti-discrimination laws is material to the government’s payment decisions for purposes of section 3729(b)(4) of title 31, United States Code and;
2. It does not operate any programs promoting Diversity, Equity, and Inclusion that violate any applicable Federal anti-discrimination laws.

DOSAR Compliance – The US Embassy is required to ensure all prospective awardees are in compliance with the above DOSAR clause; however, the US Embassy also reserves the right to award to the next best offeror if the time being taken to satisfy this requirement reaches an impasse capable of causing the late delivery of goods or services.
Your quotation should include shipping/delivery charges to the stipulated delivery address. Include on your quotation a realistic delivery date, and if applicable, the weight and dimension of the shipment.
