About this file
This document is an Express NDAA Certification form related to telecommunications equipment and services compliance for federal procurement. The certification requires merchants to represent whether they provide or use "covered telecommunications equipment or services" as defined by the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year 2019. Merchants must review the System for Award Management (SAM) excluded parties list and disclose:
- Whether they will provide covered telecommunications equipment or services to the government
- Whether they use covered telecommunications equipment or services or systems that incorporate such equipment
The certification is associated with a Department of State solicitation (PR15199347) for Elite - Elm - Brown Commercial/Residential Carpet Tiles and Adhesive/Glue, requiring vendors to complete this representation as part of their bid submission. The form mandates that the representation be made by an authorized merchant representative and returned to the government cardholder or contract specialist.
