About this file
This document is a Single Source Justification (SSJ) for a bathroom renovation project at the Deputy Chief of Mission Residence (DCMR) in Bujumbura, issued by the Department of State's Overseas Post. The project involves comprehensive renovation services for the Master Bedroom Bathroom and Closet, estimated at $49,100 excluding VAT, with the goal of demolishing existing facilities and constructing new spaces compliant with Americans with Disabilities Act (ADA) standards.
The justification details an extensive procurement process where the Embassy initially requested quotations on May 31, 2024, under RFQ number 19BY7024Q0020, conducted a site visit on June 12, 2024 with five construction companies in attendance, and subsequently extended the submission deadline after receiving no proposals. After exhausting alternative options and facing the risk of losing allocated funds, the Embassy identified SEETRAG Construction Company as a suitable sole-source contractor. The justification cites urgency and lack of alternative bids as primary reasons for recommending a direct award, with the contracting officer certifying the anticipated cost as fair and reasonable.

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

CITED
On May 31, 2024, the Embassy requested quotations for DCMR bathroom renovation services under RFQ number 19BY7024Q0020 to facilitate the bidding process, a site visit was arranged on June 12,2024, which was attended by 5 representatives from the below companies:
- ETRAGC
- ECEEM
- CORE CONSULT
- ETRAVE
- BALCIOGLU Construction
Despite the site visit and initial interest, none of the participating companies submitted a proposal. Due to the lack of responses, the Embassy extended the submission deadline. Unfortunately, the extended deadline of July 16,2024, did not result in any proposals.
To avoid the risk of losing allocated funds for the bathroom renovation, the Embassy sought alternative solutions. Initial attempt of interest was shown by BALCIOGLU Construction, which expressed interest in submitting a proposal. However, they subsequently declined, citing an excessive workload.
Following an exhausting search, the Embassy identified SEETRAG as suitable replacement from market research. They conducted a site visit and submitted a comprehensive proposal given the urgency of the project and the lack of alternative bids that is within the Government IGCE; we recommend awarding a sole source contract to SEETRAG.
This award is justified due to the exceptional circumstances, including the lack of responses to the initial RFQ, the failure of shortlisted companies to submit proposals, and the risk of losing allocated funds.

TO THE GOVERNMENT IS FAIR AND REASONABLE
