SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
Approval is requested to award on a sole source basis to Grupo Pana S.A. in Lima, Peru for the supplies and/or services described in Section 3 on behalf of the Requiring Activity.
sEcTtoN 3: DESCRTPTTON OF SUPPLTES/SERVICES REQUTRED TO MEET THE AGENCY'S NEEDS
The requirement is to provide an SUV for the Marine Security Guard Detachment in replacement of an old one. The estimated value for the entire period of performance is 570,500. This purchase will allow the Office of the Marine Security Guard to accomplish the rapid response to any emergency that occurs at post.
The cost/needs comparison of other vehicles in the market show that the 2024 Toyota Land Cruiser is the best fit for operational needs of the detachment and is also the fiscally responsible choice. The detachment's current unarmored vehicle is a 2013 Chevrolet Suburban with more than 180,501 miles. The upkeep of this vehicle is increasingly costly due to its age, make, and access to parts. Repair parts for a Chevrolet must be shipped from the United States and maintenance can only be performed by a few mechanics in the city.
Furthermore, the 201.3 Chevrolet Suburban's maintenance issues have been increasing in the last year.
The requested Toyota can be easily maintained on the local market and will blend in more than an American-made vehicle. Additionally, the seven-passenger capacity of the requested vehicle can comfortably fit the entire detachment with adequate space for operational equipment.
SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORIW PERMITTING OTHER THAN

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR'S UNIQUE
qUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

Detachment Lima requires an unarmored vehicle due to operational requirements that include, but are not limited to, response in contingency situations, training events, live-fire training events, movement outbound/inbound airport runs, Semi-Annual lnspection (SAl), and Command Visit (CV) support. The Detachment's Table of Organization (T/O) is L/L2, therefore, the replacement vehicle must be the appropriate size with at least seven seats.
Purchasing a Detachment vehicle through a local dealership ensures that the vehicle receives proper maintenance and repairs. Having a locally purchased vehicle will allow for all systems on the vehicle to be serviced, which is not the case for most models manufactured in the United States. Another benefit woutd be that the dealership would have repair parts on hand, reducing maintenance time and costs. Due to the waived tax of purchasing locally, the cost comes out to be around the same as purchasing through GSA.
Purchasing locally will also allow the detachment to receive the vehicle in a more timely manner.
The Toyota Land Cruiser is the preferred vehicle due to its reliability and ability to withstand daily usage. Due to the high operational tempo, the Toyota Land Cruiser best meets the demands of the Marine Security Guard Detachment. The Toyota Land Cruiser can be driven in the local roads without major issues. The Toyota Land Cruiser is high enough to have better visibility and a strong suspension to withstand the bad roads and potholes throughout the city. The Toyota Land Cruiser also offers seating for 7 passengers which is a must in order to transport the majority of the Marine Detachment from and to post. The Toyota Land cruiser is also a commonly used vehicle locally, which will help to blend in within the local pollution and not highlight the Marines when they are out in town.
SECTION 6. DETERMINATION BY THE CONTRA TING OFFICER THAT THE ANTICTPATED COST
TO THE GOVERNMENT IS FAIR AND REASONABLE
By signing the justification, the Contracting Officer makes a determination that the price to the Government is anticipated to be fair and reasonable.
