About this file

This document is a Sole Source Posting from the Washington State Department of Social & Health Services (DSHS) indicating their intent to award a sole source Purchase Order to Thomson-Reuters for the continued use of their WestPRO/CD-ROM legal library resource software. This software provides current legal literature without the use of internet access, which is required to fulfill a legal requirement to provide these resources in lieu of an on-site legal library. The Purchase Order will be issued on or about December 27, 2013 for an estimated annual value of $30,378.60, which includes all software and updates supplied via mail. Other vendors were considered, but Thomson-Reuters was the only vendor willing to provide the software without requiring internet access.

The contract opportunity is for a non-internet access computer program called Premise, provided by Thomson Reuters West, which meets the legal requirements of the Special Commitment Center in Washington State's Thurston County. This sole source award is due to the unique nature of the users requiring up-to-date legal material without internet access.

STATE OF WASHINGTON

Department of Social & Health Services

SOLE SOURCE POSTING

The Department of Social & Health Services (DSHS) intends awarding a sole source Purchase Order to Thomson-Reuters for the continued use of the WestPRO/CD-ROM legal library resource. This software provides current legal literature without the use of internet access. The software fulfills a legal requirement to provide these resources and is in-lieu of an actual on-site legal library.

The basis for the sole source procurement decision includes:

1. Due to the unique nature of the users of this software the program must contain up to date legal material but cannot use internet to maintain their current relevance.

2. During the agencies last research of other possible vendors Thomson-Reuters via West Publishing was the only vendor willing to provide use of their software without requiring internet access.

The Purchase Order will be issued on or about December 27, 2013. The dollar value is estimated at $30,378.60 annually, which includes all software and updates supplied via mail.

Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within five (5) calendar days of this announcement. The capability statement must detail the applicant’s ability to provide these services.

In the absence of other qualified vendors, it is the state’s intent to make a sole source award of the Purchase Order.
