Q&A for RESU Fleet Preventative Maintenance Services Solicitation Number: PR-0000780-RESU

Q-1: Could the government provide the building number the equipment is in?

Answer: Exact address will be given to the contractor upon award. The majority of this contract will be performed on the North side of the base.

Q-2: Could the government provide all dates for the last inspections/load test dates?

Answer: Please see the attached “Attachment-1 RESU-Equipment-List

Q-3: Could the government clarify if the contractor is responsible for furnishing all supplies and materials i.e., filters, oils, belts, etc.?

Answer: The contractor is the solely responsible for the items for their service, they are the subject matter experts for the maintenance of this equipment.

Q-4: Could the government clarify if there is an ODC CLIN (Other Direct Cost) to charge supplies and materials?

Answer: Other Direct Costs not associated with this contract will be paid for using a Government Purchase Card.

Q-5: If there is no ODC CLIN, where should the contractor charge for supplies and materials?

Answer: Other direct costs will be invoiced and sent to the Contracting Officer Representative which will be named after award.

Q-6: Could the government advise if this work is currently being performed? If so by who?

Answer: Annual Loading testing has been performed by Logistics Readiness Center Army Sustainment Command, and McDonald Scale in previous years.

Q-7: Per the SOW section 6.0 the government states the Contractor shall include a breakdown/pricing list with quotes. Could the government clarify exactly what is being asked here, for example, is the government asking for the price breakdown of each filter, belt tire, etc.?

Answer: The Government is requesting a pricing list of possible products needed to perform services requested for the list of equipment noted in both the RFQ and the attached spreadsheet.

Q-8: Could the government provide a list of the required oil filter, air filters, etc.?

Answer: The government does not maintain a list of materials needed to perform maintenance on the equipment. Equipment will need to be serviced using the manufacturer’s guidelines and requirements.

Q-9: Will the government provide a secure space on base to store materials and supplies?

Answer: No, the Government will not store materials and supplies on base as we do not have a secure location for such purposes.

Q-10: What is SAM?

A: SAM is the System for Award Management (SAM.gov). All vendors shall be registered in SAM to receive Government contracts. The FBI utilizes a financial system that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information. Please ensure that your company’s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. If the contractor does not maintain an active registration in SAM, payments will be held until registration is reactivated. The FBI is not responsible for prompt payment penalties or delays in payment processing due to inaccurate or outdated information in SAM.

Q-11: How will I get paid?

A: Once the service has been completed the contractor will submit the invoice through the Invoice Processing Platform (IPP). IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis (FRSTL). IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. To learn more about IPP, please visit IPP.gov.
