About this file

This document is an Evaluation Criteria and List of Evaluators for the Antietam Battlefield Leadership Experience solicitation for the United States Secret Service (USSS), Office of Training, James J. Rowley Training Center. The government intends to award a single, firm fixed-price contract using a Best Value Tradeoff methodology, with non-price factors significantly more important than price. The evaluation will assess offerors across four key factors: Technical Capability, Management Approach, Experience and Qualifications, and Price/Cost.

The evaluation methodology uses a holistic scoring rubric with "Exceed," "Meet," and "Not Meet" ratings for the first three factors. Factor 1 (Technical Capability) evaluates the vendor's ability to design and deliver leadership development experiences, focusing on curriculum design, training delivery, and innovative solutions. Factor 2 (Management Approach) examines project coordination, communication, and quality control. Factor 3 (Experience and Qualifications) considers the vendor's past performance, with emphasis on 10+ years of experience in educational support services, particularly in delivering battlefield staff rides. Facilitators are expected to be professional historians or have extensive leadership development experience. The Total Evaluated Price will include all Contract Line Item (CLIN) amounts and options, with pricing consistency checked against the technical approach.

1. EVALUATION FACTORS & METHODOLOGY

The Government intends to award a single award, firm fixed price based on this RFP, but reserves the right to make no award, if it is determined to be in its best interest.
