About this file

This document is a Questions and Answers (Q&A) file addressing a specific proposal submission requirement. The key question concerns page limits for a technical proposal, specifically whether sample instructional materials (syllabi, course agendas, outlines, lesson plans) should be included within the 12-page technical proposal limit or submitted as separate appendices. The government's response clarifies that these instructional materials will not count against the 12-page limit and can be submitted as appendices, similar to how resumes are handled, providing additional flexibility for offerors in preparing their technical proposal.

Question and Answer

1. The Instructions to Offerors specify page limits for the technical and past performance sections, with only resumes and past performance references excluded. The Statement of Work requires submission of sample syllabi, course agendas, outlines, lesson plans, and other instructional materials at the time of proposal submission. Please confirm whether these instructional materials should (1) be included within the 12-page technical proposal limit, or (2) be submitted as appendices (similar to resumes), and therefore not count against the page limits.

The instructional materials is not included in the 12 pages, we will accept sample syllabi, course agendas, outlines, lesson plans, and other instructional materials as appendices.
