This is for a service contract for a period of one (1) year maintenance of MESO QuickPlex® SQ

120 for the Neurotrauma Department of NMRC. The ECN number is 107120 and the serial number of the piece of equipment is 13002007291599. The service will be performed by Meso

Scale Discovery (MSD), which is the supplier for the piece of equipment and has service staff trained in maintaining this piece of equipment. This is a renewal of a previous contract

N3239825PO314. This system will be used regularly for multiple ongoing studies related to neurotrauma to process samples obtained from both clinical populations and animals. This type of equipment is critical in ensuring accurate sample processing for proper analyses. NTD staff are familiar with this equipment and will be working to ensure proper usage.

3. Description of Supplies or Services:

FY25 TP240436 100002731863.U00R funds in the amount of $8,950 will be used to procure the service contract.

In order to maintain the QuickPlex® SQ 120 described above, the MesoAdvantage Plan-

Academic SQ120MM and an Additional Preventative Maintenance Service-QuickPlex were selected. The Academic Service plan includes the following:

1. MSD will use its commercially reasonable efforts to provide during normal business hours maintenance and support services for the instrument identified on the attached quotation within the timeframes indicated for the applicable service package after notification is received in writing from customer that such Instrument has failed to operate in accordance with the applicable product description.

2. HOURS OF SERVICE. MSD shall provide all services during its normal business hours between 8:30 a.m. and 5:00p.m., Monday through Friday, excluding holidays observed by MSD. 4. Identification of the statutory exceptions permitting other than full and open competition.

The statutory exception permitting other than full and open competition for this acquisition is 10

U.S.C. 2304(c)(1) and FAR 6.302-1 sole source (including brand name) acquisitions or FAR

13.106-1(b)(1) soliciting from a single source.

5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

Meso Scale Discovery is the original manufacturer of this equipment. It is a sensitive piece of equipment and Meso Scale Discovery is the only company found, using a Google search, for maintenance of this piece of equipment. As the manufacturer, Meso Scale Discovery has the appropriate expertise, equipment, and parts involved in maintaining the equipment. They will have best knowledge of updates and specifications of the equipment. Any other company that would try to service this machine would likely not have knowledge of its contents and may in fact damage the machine. This is why a service contract with Meso Scale Discovery is necessary.

6. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research was performed, the results of which are in paragraph 8. This requirement will be posted to the government point of entry in accordance with FAR 5.202.

7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer shall determine the anticipated cost to the Government of the services covered by this Justification and Approval will be fair and reasonable by conducting a price analysis before an award is made.

8. Description of the market survey conducted and the results, or a statement of the reasons a market survey was not conducted.

A Google search was performed in May, 2026. Meso Scale Discovery is the sole manufacturer and servicer for this equipment.

9. Other facts supporting the use of other than full and open competition.

This contract is a renewal of a previous contract. This is a renewal of a previous contract from fiscal year 2025 N3239825PO314.

10. Listing of Sources, if any, which expressed, in writing, an interest in the acquisition.

To date, no other sources have written to express an interest.

11. Statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

Future requirements will be synopsized in accordance with FAR 5.203.

For the reasons set forth in Paragraph 5, the Neurotrauma Department has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, NMRC will assess whether competition for future requirements are feasible.

12. Point of Contact:

The point of contact at the Naval Medical Research Command, Silver Spring, MD, regarding the contents of the sole source justification are the Contracting Officers in the Material Management

Department (MMD) and can be reached by emailing usn.detrick.nmrc.mbx.mmd-contracts@health.mil.
