About this file

This is a Presolicitation Notice documenting a sole source procurement action by Army Contracting Command - APG for maintenance and repair services of an ammonia-driven cooling system at the ATC Fixed Chamber Unit (FCU).

Scope and Services: The contract combines firm-fixed-price (FFP) scheduled preventative maintenance with level-of-effort (LOE) emergency service labor, replacement parts, and repair efforts beyond the FFP scope. The FCU utilizes a 30,000-lb ammonia driven cooling system supporting extreme cold weather testing in a large environmental simulator. Due to the hazardous nature of ammonia and potential threat to the surrounding APG community, the vendor must provide duly licensed personnel capable of rapid emergency response within a maximum one-hour window. Vendor Requirements: The selected vendor must have a minimum of 5 years of direct experience with ammonia applications in environmental simulation systems, be duly certified with the Refrigeration Service Engineering Society, and have technicians certified in Confined Space operations, Respirator usage, and Hazardous Material training. The vendor must be located within 25 miles of APG.

Contract Period and Authority: The base period runs from 01 JUL 2026 through 30 JUN 2027, with three optional one-year periods extending through 30 JUN 2030. The procurement is authorized under FAR 6.302 (only one responsible source) due to the highly specialized technical requirements and safety-critical nature of the work. Procurement history shows two prior full and open competitions (W91ZLK-11-P-0280 and W91ZLK-14-P-0004) where only the incumbent contractor (IRS) submitted qualified bids, followed by three sole source approvals (W91ZLK-17-P-0047, W91ZLK-20-P-0022, and W91ZLK-23-P-0032). Market research indicates no other vendors are duly certified to perform the work within the required reporting distance.

(State specific supply or services being procured and location)

As such, it is imposed on the selected vendor to have a minimum of 5 years of direct experience with ammonia applications as they pertain to environmental simulation systems. Further, they must be duly certified with the Refrigeration Service Engineering Society. Technicians must be certified in Confined Space operations, Respirator usage and Hazardous Material training. In efforts to meet the maximum one-hour response window, it is important that the vendor be located within 25 miles of APG.

6. Efforts to Obtain Competition: ATC is unable to meaningfully impact industry technical availability or relax the strict, OSHA driven requirements for contractor certifications / abilities. ATC will support any recommended efforts by the Army Contracting Command to provide exposure and support competition in future.

7. Actions to Increase Competition: There are no reasonable efforts apparent to ATC that could increase competition from the Government standpoint. The ammonia based system is required to meet demanding test performance requirements of the large environmental chambers. As such, ATC is unable to move towards a more commercially supportable system that is widely serviced by common industry HVAC companies. Further, ATC cannot relax any standards set for selected vendor without compromising integrity of the multi-million dollar equipment or the safety of the surrounding public / environment. Therefore, increase to competition could be driven only by an increase in market availability.

8. Market Research: The ATC FCU team works closely with several contacts throughout the Army Test and Evaluation simulated environments test community, and through private industry via various demonstrations and discussions during technical research efforts. Throughout these discussions, ATC has not become aware of any vendor other than the incumbent contractor who are duly certified to complete tasks in accordance with the existing performance work statement and within reporting distance.
