About this file

This is Addendum No. 1 to the Request for Bids for the Biltmore Village Infrastructure Project (Project Number 298-FY27-CAM-BiltmoreConst) issued by the City of Asheville, North Carolina. The addendum addresses nine questions submitted by prospective bidders and provides clarifications and modifications to the original bid documents. Key scope revisions include removal of junction box installation requirements from the project, elimination of streetlight removal, storage, relocation, and reinstallation work from the contractor's scope, and clarification that the project will install conduit only for a future streetlighting rehabilitation project to be managed separately by the City. Regarding conduit installation, the addendum confirms that two separate material alternates exist for the same 2,596 linear feet route—one utilizing Schedule 40 conduit and the other using 1-inch HDPE conduit—both at a minimum 20-inch burial depth. The addendum further clarifies that trench bedding and backfill requirements shall comply with applicable sidewalk detail specifications, with compaction performed in lifts, and that conduit installation occurs under the sidewalk prior to sidewalk restoration.

The addendum addresses additional scope clarifications, including confirmation that no new wiring, conductor extensions, or temporary lighting are required of the contractor, as existing decorative lights are non-functional and temporary shoebox streetlights are currently in place. The addendum notes that tracing wire requirements will be further clarified in a subsequent addendum. Failure to acknowledge this addendum in the bid submittal may result in the bid being deemed non-responsive. All addenda and attachments are published on the City's procurement website at www.ashevillenc.gov/bids as the official source for bid documents.

Answers to Questions

1. Question: Conduit alternates — Bid Form Section 8.2:Both the 1¼-inch HDPE and 1¼-inch Schedule 40 conduit options are listed as Alternate #01, each with 2,596 LF. Please confirm these are separate material options for the same route, with neither included in the base bid, and provide corrected alternate designations.Response:These are separate material options for the same route.

2. Conduit material and burial depth — C-1 and D3:C-1 calls for Schedule 40 conduit at a minimum 30-inch depth, while D3 shows 1¼-inch HDPE with a 20-inch minimum depth dimension. Please confirm the required material, number of conduits, and minimum cover for each alternate.

Response:There are two alternates regarding conduit. One is schedule 40 and the other is HDPE.

The depth for each of these shall be 20”.

3. Junction boxes — C-1:Please identify which junction boxes are new versus existing and provide the required dimensions, material, cover/load rating, and installation detail. Confirm whether new boxes are included in the conduit alternate pricing and whether locations marked for future junction boxes require stub-ups only. Response:These have been removed from the scope of work.

4. Streetlight removal and reinstallation — Item 33 and S-1 through S-3:The bid form includes removal, storage, and replacement with new bases for 11 lights, while the special provision describes removal and storage only. Please confirm the complete scope, identify the 11 locations, and clarify which lights are to be relocated versus reinstalled at their existing locations.Response:

The removal, storage, relocation and reinstallation of the lights will no longer be in this scope of work.

5. New streetlight bases — Item 33:Please provide the foundation detail, including dimensions, concrete, reinforcing, anchor bolts, conduit entries, and grounding. Confirm whether “new base” means a new concrete foundation, decorative pole base, or both, and specify removal requirements for existing foundations.Response:This has been removed from the scope of work.

6. Existing wiring and reconnection:Please identify responsibility for disconnecting and reconnecting the streetlights. Provide existing circuit information and requirements for new or extended conductors, splices, grounding, testing, and any temporary lighting during construction.Response:

This is not in the scope of work. No new wiring is required. No additional temporary lighting will be required of the contractor. Currently the decorative lights are not functioning and temporary shoebox street lights are in place.

7. Separate streetlighting rehabilitation project — S-1, General Note 10:Please define the division of work between this contract and the City-led streetlighting rehabilitation project, including fixture refurbishment/replacement, foundations, wiring, and final energization.Response:This project will install conduit only for the future streetlight rehabilitation project.

8. Trenching and restoration:Please confirm the required trench bedding, backfill, compaction, warning tape/tracer wire, and any special crossing requirements. Clarify whether pavement and sidewalk restoration associated with conduit installation is included in the conduit alternate or paid under the civil items.Response:The conduit shall be installed under the sidewalk prior to sidewalk restoration. There are no special trench bedding or backfill requirements. Backfill shall be placed in lifts with appropriate compaction percentages as noted in the sidewalk detail. Tracing wire will be clarified in the next Addenda.

9. Storage and phasing:Please provide the City-designated streetlight storage location, handling requirements, anticipated removal/reinstallation phases, and the required completion date for the electrical work.Response: Streetlight removal, storage and reinstallation is no longer part of this project scope.
