About this file
This is a Justification for Other Than Full and Open Competition document for a sole-source contract award by the U.S. Department of State.
The Department seeks to award a Firm-Fixed-Price (FFP) contract to DST innovation GmbH (located in Buchen, Germany) for an estimated value of $1,875,960.00 to supply two complete integrated mobile biological diagnostic laboratory systems on behalf of U.S. Embassy MILGP Kampala, Uganda. The contracting activity is the Regional Procurement Support Office (RPSO) Frankfurt. The requirement includes two complete mobile laboratory setups, each with approximately 32 square meters of usable workspace subdivided into functional laboratory sections; a mobile glovebox and sample-handling system capable of providing biosafety-level-3-equivalent containment in field conditions; sample collection and transportation equipment; sample preparation devices including laboratory centrifuges and mixers; instrumentation for PCR and ELISA analysis and light microscopy; transportable IT equipment; personal protective equipment (PPE); a mobile solar-based power unit with batteries; project management and pre-shipment services including configuration, quality assurance, export licensing, and customs clearance; international shipping and insured DDP-equivalent delivery to Kampala; orientation courses at the contractor's Germany facility for up to five full working days of instruction plus travel for up to three designated end-user personnel; and in-country training courses at Uganda post consisting of at least twelve full working days of tailored instruction covering mobile laboratory orientation, lab setup and operation, biosafety and biosecurity, PPE use and waste management, specimen reception and workflow, sample processing, molecular and diagnostic testing, data management, team coordination, simulation exercises, and field deployment and demobilization drills. The statutory authority permitting other than full and open competition is 41 U.S. Code 1901 as implemented by FAR 12.000 and FAR 12.102(b).
The Government determined that DST innovation GmbH is the sole responsible source because the requirement demands a uniquely integrated, configuration-specific mobile laboratory concept combining proprietary foldable glovebox technology meeting European standards (DIN EN 12469), inflatable tent systems, weight-constrained packaging, vacuum-insulated boxes for cold-chain logistics, and specialized training tailored to this specific configuration. The solution has been operationally validated in high-stakes, low-infrastructure scenarios, including deployment during the West African Ebola outbreak and previous Crimean-Congo hemorrhagic fever response. The integration with an existing identical deployment in Zambia is critical to ensure interoperability, standardized standard operating procedures (SOPs), common training curricula, and shared logistics across three regional posts (Zambia, Uganda, and Kenya). The physical, structural, and mechanical designs are proprietary military technology because the Institute functions as Germany's core competence center for medical biodefense; exact hardware dimensions, engineering blueprints, and physical security layouts are classified or restricted. The Contracting Officer determined the anticipated cost is fair and reasonable based on comparison to the prior Zambia acquisition, an independent government estimate (IGE) breaking out major cost elements, and consistency with commercial market prices for similar high-reliability laboratory and biosafety equipment. The Government published a Notice of Intent to Award on a Sole-Source Basis (Notice No. 19GE5026Q0129) with a response deadline of August 15, 2026, 23:59 CEST. Three capability statements were received: AmeriCare LLC challenged the sole-source determination and requested competitive solicitation; Lasec International (Pty) Ltd requested a supporting/complementary role and did not contest the award; and Easy Biz Solutions LLC submitted a late response (August 16, one day after the deadline) proposing an alternative team and challenging the NAICS/PSC classification. The Contracting Officer and the requiring activity's technical authority (HQ U.S. AFRICOM, Office of the Command Surgeon) evaluated each submission and determined that none altered the Government's determination that DST innovation GmbH remains the only responsible source capable of meeting the Department's minimum needs for this integrated, interoperable capability. For future, separately competed follow-on requirements such as in-country calibration, maintenance, or consumables resupply, the Department may consider regional firms such as Lasec.
