About this file
This is a Performance Work Statement for portable latrines and associated services at Joint Base Andrews, Maryland, effective August 13, 2025.
The contractor must deliver, install, maintain, and remove portable sanitation units and related support services. Required equipment includes single portable toilets (weekly service), deluxe portable toilets (weekly service), ADA-compliant wheelchair-accessible units (weekly service and restocking), handwashing stations with foot-pump operated sinks, hand sanitizer units, baby care stations with changing surfaces, a 4-stall climate-controlled restroom trailer with interior lighting and onboard sinks (weekly cleaning and restocking with water tanks refilled as needed), and a potable water truck with 525-gallon capacity for drinking water purposes. All units must be delivered clean, fully stocked, and maintained in sanitary condition throughout the rental period. The contractor is responsible for delivery and setup according to government-provided site layouts, ensuring equipment is fully operational by the specified date, and post-event pickup and removal with the area left clean and debris-free.
Contractor responsibilities include environmental compliance for waste disposal, maintaining professional personnel with company identification, and submitting base access and escort requirements for all personnel and vehicles in advance. Security requirements mandate that all personnel possess valid state driver's licenses and birth certificates; non-U.S. citizens must have Green Cards, Social Security Cards, Resident Cards, Work Visas, or state identification. Personnel information must be submitted no later than 10 business days prior to required access. Weapons are prohibited on the installation except combination tools such as Leatherman and small pocketknives with blades less than four inches. Illegal controlled substances and narcotics are strictly prohibited. The government will not provide equipment, fuel, personnel, utilities, or facilities; however, basic lifesaving measures may be provided during emergencies. In the event of peacetime emergency or wartime contingency, the contractor must continue providing emergency and special event services, which will be priced separately from routine services.
