About this file

This Justification for Other Than Full and Open Competition document covers a contract extension for overseas guard services at the U.S. Embassy in Port Moresby, Papua New Guinea. The Department of State is extending the current contract with G4S Secure Integration, LLC for the period of 10/01/2025 through 09/30/2026, consisting of a seven-month base period and five one-month options. The extension is necessitated by delays in the solicitation process due to personnel shortages and lack of engagement from the post, with the goal of ensuring continuous security services without interruption.

The contract's primary purpose is to provide protection for U.S. personnel, facilities, and equipment, preventing unauthorized access, protecting life, maintaining order, and deterring criminal or terrorist attacks. G4S Secure Integration is being sole-sourced because they are the incumbent contractor with a valid security license, current operational knowledge, and the only firm capable of immediately providing a fully vetted and equipped guard force with necessary host country licenses and permits. The estimated contract value is redacted, but the government has determined the cost to be fair and reasonable based on historic data and local economic conditions.

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

The current contract, 19AQMM20C019, expired on 03/30/2025. The option to extend service modification was exercised on 02/03/2025, to extend services by six months from 04/01/2025, through 09/30/2025, in accordance with FAR 52.217-8.

Additional time for overseas guard services is being requested because there were delays in starting the solicitation process as DS/FPD/OPO was experiencing personnel shortages among its desk officers and acquisition management analysts. OPO also experienced delays from lack of active engagement from Post in gathering required information. We are requesting an extension to the current contract with a period of performance of 10/01/2025 through 09/30/2026. The requested periods of performance for the extension are identified in section 3.

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

Overseas guard services are required at the U.S. Embassy Port Moresby. The U.S. Embassy’s mission of conducting foreign policy must be accomplished in a safe and secure environment. The primary mission of the overseas guard service is to provide protection for United States personnel, facilities and equipment from damage or loss due to violent attack and theft. The overseas guards act as an early warning signal to the American Mission and the Regional Security Officer. The overseas guard services shall prevent unauthorized access, protect life, maintain order, deter criminal attacks against employees, dependents, property, terrorist acts against all U.S. assets, and prevent damage to Government property. The contract extension will remain Firm-Fixed-Price, which will consist of an additional base period of seven months and five one-month options while the new requirement is being solicitated, awarded, and transitioned.

The Office of Acquisition Management is conducting this acquisition for overseas guard services for the U.S. Embassy Port Moresby on behalf of DS/IP/OPO.

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN

FULL AND OPEN COMPETITION

This acquisition is conducted under the authority of 41 USC 3304, as implemented by FAR 6.3 and substantiated by the following:

☒ FAR 6.302-2 – Unusual and compelling urgency.

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

CITED

G4S, Secure Integration, LLC is the incumbent contractor currently providing services and possesses a valid security license. They are the only firm that can provide a complete fully vetted and equipped guard force with all necessary operating licenses and permits for the host country. They have current job knowledge and functioning operations in place to ensure continuous overseas guard services. To consider any other vendor would take considerable transition time to confirm licenses, transfer guard personnel, establish equipment, vet all required personnel, and stand up a fully functional guard force consistent with federal government requirements.

SECTION 6. DESCRIPTION OF EFFORTS TO ENSURE THAT OFFERS WERE SOLICITED FROM AS

MANY POTENTIAL SOURCES AS IS PRACTICABLE, INCLUDING WHETHER A NOTICE WAS OR

WILL BE PUBLICIZED AS REQUIRED BY FAR SUBPART 5.2 AND, IF NOT, WHICH EXCEPTION

UNDER FAR 5.202 APPLIES

A sources sought/pre-solicitation notice was position on SAM.gov on January 14, 2025. This garnered interest from multiple small businesses (details in Section 10). The government also just released the full and open solicitation on SAM.gov.

The cost of this interim action will be fully evaluated by the Contracting Officer before proceeding using historic data, IGCE, knowledge of the socioeconomics in Port Moresby and other sources.

SECTION 8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED (SEE PART 10) AND THE

RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED

Market research was not conducted as this contract will be sole source.

SECTION 9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION

The current contract with G4S Secure Integration was competed full and open competition when solicitated in 2020. U.S. Embassy Port Moresby cannot operate with any break in overseas guard services because matters of security for the U.S. mission are of the utmost importance. A break in overseas guard service could cripple Mission operations, jeopardizing the completion of the construction project, and possibly lives. In addition, trying to transition to another source provider would have a significant cost impact to the current IGCE to be able to obtain licenses, train guards, and transition withing the short time frame.

SECTION 10. LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST

IN THE ACQUISITION

Due to the urgency of this requirement, the Department of State limited the number of sources considered to firms with proven track records of providing overseas guard services in Port Moresby, the financial resources to rapidly deploy services, and the means to quickly take over management of a overseas guard force in Port Moresby. G4S Secure Integration is the only company who currently has a fully vetted and trained security guard force who can immediately provide the required services.

SECTION 11. STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR

OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR

THE SUPPLIES OR SERVICES REQUIRED
