About this file

This is a Purchase Order Request for Proposals (PORFP) issued by the Maryland State Police Quartermaster Division for NEC PBX IV telecommunications equipment and services under Master Contract 001B0600162. The solicitation seeks quotes for migrating a current SV93 system to an SV91 system with the addition of 100 IP users, including hardware, extended warranty and maintenance services, and labor. The project involves reusing existing blades (GCD-8LCF, GPZ-8LCF, GCD-PRTA, GCD-4COTB-A, and GPZ-4COTF-A) and migrating the DVS from the SV93 to SV91 integration and database. Equipment must be delivered to respective Maryland State Police sites. The PORFP was issued on January 7, 2026, with a proposal due date of January 14, 2026 at 2:00 PM EDT. Questions must be submitted by January 14, 2026 at 1:00 PM EDT. The work is to be performed at the Maryland Correctional Institution in Woodlawn, Maryland. The estimated work start and end dates are to be determined by Brendan Gill, the on-site contact.

Only Master Contractors already awarded the PBX IV Master Contract are eligible to submit proposals. The solicitation has no designated Small Business Reserve and zero percent Minority Business Enterprise (MBE) and Veteran Small Business Enterprise (VSBE) goals. Evaluation criteria emphasize experience installing and maintaining NEC equipment with equal weight given to price and technical merit, including technician certifications, ability to meet delivery dates, capacity to work outside normal business hours, office spare inventory levels, and compliance with PBX IV Master Contract service level requirements. Contractors must be authorized NEC resellers, provide Manufacturer's Affidavits, include MSRP in all bids, submit warranty terms, and provide estimated ship dates and lead times. Proposals must remain valid for 90 days following the bid submission deadline. All invoices must be submitted within 30 days of product receipt and directed to Maryland State Police in Pikesville, Maryland.
