About this file

This document is a Purchase Order Request for Proposals (PORFP) issued by the Maryland State Police under the PBX IV Telecommunications Equipment and Services Master Contract. It solicits proposals from NEC-authorized master contractors to upgrade telephone systems at three Maryland State Police locations - Centreville, Bel Air, and Glen Burnie. The scope includes migrating from existing SV8300 systems to NEC Univerge SV9100 systems, and providing hardware, software, and maintenance services. The PORFP lists detailed equipment requirements, such as PRI cards, user licenses, IP and digital phones, and integration with existing systems. The due date for proposals is October 11, 2023, and the state aims to complete the upgrades with minimal downtime.

The PORFP has established Minority Business Enterprise (MBE) and Veteran-Owned Small Business Enterprise (VSBE) participation goals of 25% and 2% respectively for the maintenance and labor portions of the work. Contractors must provide a Mercury Affidavit and be authorized NEC resellers. The state reserves the right to purchase more or less than the specified quantities based on funding availability. Pricing must include MSRP, and the state will evaluate both technical and cost factors equally in making the award.
