About this file
This is a Sources Sought Notice issued by the Defense Logistics Agency (DLA) Troop Support Philadelphia Operational Rations Program Office regarding PolyTray Entree items used in military meal programs. The items are components for the Unitized Group Ration-Heat & Serve (UGR-H&S) and Unitized Group Ration-Express (UGR-E) end-items, with a minimum shelf life requirement of 36 months at 80°F. These products are classified as commercial items and will be assembled at the Defense Depot in Tracy, California. The government is conducting market research to evaluate the current industrial base and identify suppliers capable of meeting increased quantity and accelerated delivery requirements, including surge capacity and sustained production during contingencies and emergency peacetime situations.
The notice requests interested vendors to provide company information, business size details, points of contact, and production experience with PolyTray Entree or similar items for both government and commercial markets. Respondents must indicate their capability to meet the standard 90-calendar-day delivery requirement to DLA Distribution San Joaquin in Tracy, California, and identify specific items of interest from the provided list of 31 PolyTray Entree products, including rice varieties, sausage links, desserts, entrees, vegetables, and breakfast items. Vendors should also clarify any time or location limitations, describe how materials differ from normal production, and detail their storage and delivery capabilities. This notice does not constitute a solicitation or commitment for future business; responses are for market research purposes only and will not be compensated. Interested parties should respond to Robert.Ferry@dla.mil and Thomas.Haley@dla.mil.

This is a Sources Sought Notice. The Defense Logistics Agency (DLA) Troop Support Philadelphia Operational Rations Program Office is interested in your feedback regarding the Polytray Entree items. The PolyTray Entrée items are components used in the breakfast & dinner menus for the Unitized Group Ration-Heat & Serve (UGR-H&S) and Unitized Group Ration – Express (UGR-E), end-items/modules used by the military services. The shelf life of the required items is a minimum of 36 months at 80°F. The UGR-H&S and UGR-E will be assembled at the Defense Depot in Tracy, CA. The PolyTray Entrée Items are considered a commercial item since similar items are available and sold in the commercial industry that could be modified to meet agency requirements.
DLA Troop Support Philadelphia continually evaluates the current industrial base, acquisition approaches, supply chain management alternatives and industry interest in this program. Of particular interest is a supplier’s ability to meet increased quantity and or accelerated delivery requirements, in support of Department of Defense contingencies and or emergency peacetime requirements. This capability includes both the ability to ramp up to meet early delivery or increased requirements (i.e., Surge), as well as to sustain an increased production and delivery pace throughout the contingency (i.e., Sustainment).
This is not a solicitation for proposals, and there is no solicitation available at this time. The Government will not pay for any information received in response to this notification, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government.
