About this file
This is a Sources Sought Notice issued by the Defense Logistics Agency (DLA) Troop Support Philadelphia Operational Rations Program Office to conduct market research on suppliers capable of producing PolyTray Bakery items for military rations. The bakery items serve as components in breakfast and dinner menus for the Unitized Group Ration-Heat & Serve (UGR-H&S) and Unitized Group Ration-Express (UGR-E), which are assembled at the Defense Depot in Tracy, California. All items must have a minimum shelf life of 36 months at 80°F and are classified as commercial items. The notice solicits feedback on 15 specific bakery products, including cakes, cookies, muffins, pastries, and loaves, each with corresponding National Stock Numbers (NSNs) and performance-based contract requirements or commercial item descriptions.
Interested suppliers are requested to provide company information, business size, points of contact, prior experience with polytray bakery items, and their capability to meet a 90-calendar-day delivery requirement to DLA Distribution San Joaquin in Tracy, California. The notice specifically emphasizes the Government's interest in suppliers' ability to surge production and sustain accelerated delivery schedules to support Department of Defense contingencies and emergency peacetime requirements. Responses should address potential time or location limitations, storage and delivery capabilities, and whether materials differ from normal production. This is explicitly not a solicitation for proposals and does not constitute a commitment for future business; the Government will not compensate respondents for information provided. All responses should be directed to Robert.Ferry@dla.mil and Jasmine.Brown@dla.mil.

This is a Sources Sought Notice. The Defense Logistics Agency (DLA) Troop Support Philadelphia Operational Rations Program Office is interested in your feedback regarding the Polytray Bakery items. The PolyTray Bakery items are components used in the breakfast & dinner menus for the Unitized Group Ration-Heat & Serve (UGR-H&S) and Unitized Group Ration – Express (UGR-E), end-items/modules used by the military services. The shelf life of the required items is a minimum of 36 months at 80°F. The UGR-H&S and UGR-E will be assembled at the Defense Depot in Tracy, CA. The PolyTray Bakery Items are considered a commercial item since similar items are available and sold in the commercial industry that could be modified to meet agency requirements.
DLA Troop Support Philadelphia continually evaluates the current industrial base, acquisition approaches, supply chain management alternatives and industry interest in this program. Of particular interest is a supplier’s ability to meet increased quantity and or accelerated delivery requirements, in support of Department of Defense contingencies and or emergency peacetime requirements. This capability includes both the ability to ramp up to meet early delivery or increased requirements (i.e., Surge), as well as to sustain an increased production and delivery pace throughout the contingency (i.e., Sustainment).
This is not a solicitation for proposals, and there is no solicitation available at this time. The Government will not pay for any information received in response to this notification, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government.
