About this file
This document is a Request for Quote (RFQ) issued by the Illinois Department of Human Services, Treatment and Detention Facility, for polygraph examination services. The RFQ specifies the required scope of work for both initial and non-initial polygraph examinations, including a 30-minute resident file review, an interview with the examinee, administration of the exam, and a written report detailing the examination. The RFQ seeks to procure a vendor to provide approximately 60 polygraph examinations per year for a term of three fiscal years, from July 1, 2022 through June 30, 2025. The vendor must provide examiners who are appropriately licensed and trained in post-conviction polygraph examinations of sexual offenders.
The RFQ outlines pricing and billing requirements, noting that all quoted prices must be valid for 90 days and that the Department reserves the right to reject any offers or portions thereof. The winning vendor will be selected based on the low total bid for all services. The RFQ does not mention any set-asides, incumbents, or funding sources, but does state that the Department may require the selected vendor to provide court testimony, for which prior approval and cost estimates must be submitted.
