About this file

This is a Request for Proposals (RFP) issued by the Board of Contract and Supply for the City of Providence, Rhode Island, seeking a vendor to develop a written examination and structured oral interview process for entry-level police officers for the Providence Police Department. The RFP seeks a test developer to create a comprehensive examination process, including supplying examination booklets and answer sheets, providing expert consultation on legal defensibility and statistical analysis, and developing 5-10 interview questions for candidates who pass the written exam. The bid is set to be opened on 9/23/2024, with a deadline for question submissions on 9/13/2024. Bidders must submit two copies of their bid to the City Clerk's office, and the contract will be awarded to the most responsible bidder based on factors including cost, experience, and examination capabilities.

The RFP indicates that during the previous recruitment cycle, over 200 applicants passed the physical agility phase and were scheduled for written examination. The department wants to pay for the examination based on the actual number of candidates who test, not anticipated projections. The test developer must provide study guides at least six weeks prior to the examination and develop an interview process specifically customized for the Providence Police Department. There is a 20% Minority and Women Business Enterprise (MBE/WBE) participation goal, and bidders who do not meet this goal must submit a waiver request form. The RFP includes suggested vendors such as First Idea, Inc., Industrial/Organizational Solutions, Inc., and Standard and Associates. Additional documentation will be required from the successful bidder, including business tax ID, proof of insurance, and a certificate of good standing with the Rhode Island Secretary of State.
