About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the City of Manassas Park, Virginia for the replacement of Police Department HVAC equipment. The RFP, RFP-57954-Replace Rooftop HVAC Units - MPPD, is for the initial phase of an HVAC refresh plan, which includes replacing three rooftop units (RTUs) and one boiler system providing heat to the building. The proposals are due on March 1, 2024. The project includes integrating the new HVAC equipment with the existing Building Management System (BMS), with a requirement for Bac-Net protocol-compatible devices. The City will provide permits for the project at no cost to the contractor. The RFP also includes requirements for air balancing, fire life safety system integration, and technical air balancing for the boiler.

Regarding pricing, the City Attorney will determine the required insurance coverage, and the contractor is expected to include the costs for BMS control integration services in their proposal. The City is using a licensed Pritchett Controls Generic BMS system, and the contractor will be required to ensure proper BMS system operation and compatibility with the replacement equipment.

PRE-SUBMITTAL PROJECT QUESTIONS & ANSWERS

Manassas Park Police Department 329 Manassas Drive, Manassas Park, VA 20111

PROPOSALS DUE DATE:

March 1, 2024

Police Department HVAC Equipment Replacement

PROJECT QUESTIONS & OFFICIAL CITY ANSWERS:

1. Regarding the RFP-57954-Replace Rooftop HVAC Units – MPPD, is a building permit required or will a mechanical permit suffice?

The City of Manassas Park will require applicable permits based on the project scope but will charge $0 permit fees to the contractor. This could include mechanical, plumbing, and/or electrical permit reviews prior to proceeding with the replacement equipment installation. This will avoid permit fee mark-ups that are typically billed and passed through to customers (in this case the City). Build sufficient time into the schedule for permit reviews for any permits requested by the City’s Building Official.

2. Are you requiring the $5,000,000 (five million) dollar professional liability insurance for a project this size?

This is a large project and has the potential to affect the entire Police Department headquarters building. The City Attorney will determine the required insurance for the project, but it is not planned or expected that the City will deviate from this standard for this project. Any adjustments up or down are subject to further discussion.

3. What is the intent for the balancing? Traverse readings pre & post at each unit? Or for every diffuser on system?

The air balancing element is to be conducted by the contractor internally or by a third-party subcontractor at the contractor's cost absorption. Please include rebalancing services as included within your proposal.

4. Is there a FLS (Fire Life Safety) contractor or a preferred system?

We will be using the existing BMS setup with contractor supplied, new safety devices such as smoke detectors and heat sensors. Old sensors should not be re-used.

Include these as new items in the response.

5. Is there a BMS contractor or make/model of current system and components?

The current building management system (BMS) is the licensed Pritchett Controls Generic BMS system. It will be the responsibility of the contractor prior to project acceptance to ensure proof of proper BMS system operation to include replacement devices compatibility. The Contractor shall make arrangements with Peter Haber

(301) 470-7300 at Pritchett Controls so that values and addresses can be confirmed upon start-up and any BMS issues can be rectified. The Contractor should build costs for BMS control integration services into the response. Further info. can be obtained by contacting Mr. Haber.

6. SOW calls out new RTU integration with existing BMS system. Please provide specifics on the existing BMS system. New sensors to be replaced must be compatible with the existing BMS system.

All the sensors required are Bac-Net protocol.

7. Due to not knowing the specifics around the existing BMS system the contractor is limited to offering a Mod-Bus or Bac-Net Protocol Communication device. Please advise how the contractor shall proceed.

Bac-Net protocol-compatible devices are needed for replacement.

8. The spec’d boiler, Buderus, is unavailable and no longer manufactured. Please advise if the contractor is to stay with a Bosch product utilizing two smaller units to make up the required BTU load or propose an alternate manufacturer.

A leading brand gas-fired boiler that meets the BTU requirements as to the one being replaced is expected.

9. Please confirm the new boiler is water and natural gas fired.

Gas-fired hot water boiler is in place.

10. Is TAB required for the boiler? If so, please provide scope of work requirements.

Yes, Technical Air Balancing (TAB) will be required for the hydraulic side of the boiler to verify GPM rates, etc.

11. Please provide specifications for new FLS equipment to be provided. Contractor must ensure proper integration with existing FA system.6

All the sensor devices associated with the BMS controls for the respective units being replaced will be expected to be replaced.
