About this file
The document is a Questions and Answers file related to a Notice of Intent for Private Detention Facility Services in the District of New Mexico and Western District of Texas. The document reveals a sole source contract intent to award to GEO Transport, Inc. for a detention facility with capacity for 1,000-1,300 detainees, including transportation and guard services. Key details include that the facility must be a permanent, contractor-owned location close to federal courthouses, meeting Department of Justice detention standards, and cannot be a temporary or soft-sided facility.
The Q&A document clarifies that this is a new contract, not a recompete, and while the current notice is specifically for the District of New Mexico, similar solicitations may be considered for other districts including Colorado, Western Texas, and North Carolina districts. The government conducted market research prior to the announcement, though no formal Sources Sought Notice was posted. Potential offerors were invited to submit capability statements by May 27, 2025, demonstrating their ability to meet the requirement, with the understanding that this is not a competitive procurement but a sole source award notification.
