About this file

This is a Sole Source Justification Form submitted by the Illinois Department of Children and Family Services (DCFS) for a contract with the Child Welfare Policy and Practice Group (CWG). The contract seeks to engage CWG consultants to provide professional consultation on implementing the Core Practice Model through immersion sites, including Quality Service Reviews (QSR) and Child and Family Team Meetings (CFTM) training, coaching, and certification. Services will involve working with DCFS Senior Leadership, Legal, the Division of Quality Assurance, the Office of Professional Development, and Immersion Site Directors. The contract term is estimated to begin July 1, 2026, and end June 30, 2027, with no renewal options. This represents a new sole source procurement with an estimated initial contract value of $599,600.

The pricing structure allocates funds as follows: Division of Quality Assurance at $105,000; Agency Performance Monitoring and Execution at $125,000; Office of Research and Child Well-Being at $3,600; BH Executive Support and WIRL at $295,000; and Travel at $71,000. CWG's consultant rates are $1,200 per day or $150 per hour, which the Department characterizes as competitive and on the low end for licensed specialty consultants. The sole source justification is based on a court order from the B.H. case requiring DCFS to retain CWG; this represents the ninth sole source and one small purchase with this vendor since 2016. The Department has invested significant resources in integrating CWG's proprietary CFTM model into its Quality Improvement processes and staffing, making any vendor change disruptive. Funding comes from state appropriated funds. The State Purchasing Officer approved the sole source on April 7, 2026. If the sole source is not approved, DCFS would be in violation of the B.H. Consent Decree and subject to federal legal action and potential reduction in federal Title IV-E and Title IV-B reimbursement.

Provide a description of the supplies or services required:

Under this contract, consultants from the Child Welfare Policy and Practice Group will work with the Department Senior Leadership, Legal, the Division of Quality Assurance, the Office of Professional Development, and Immersion Site Directors to provide professional consultation on the implementation of the Core Practice Model through immersion sites. The Core Practice Model includes Quality Service Reviews (QSR), and the Child and Family Team Meetings (CFTM) training, coaching, and certification.

Quality Service Reviews (QSR) are a practice improvement approach using case reviews and interviews to assess current outcomes and system performance by gathering information directly from families, children and service team members. DCFS, with the assistance of the CWG, will utilize an Illinois specific review protocol for the examination of Family-Centered, Trauma-Informed, Strength-Based (FTS) Practice Model of practice that includes a model of supervision and the effective utilization of Child and Family Team meetings.

A major component of the Illinois Core Practice Model is the Child and Family Team Meeting (CFTM). The CFTM is the vehicle by which assessment, case planning and monitoring of permanency goals occurs with the family and with relevant stakeholders. DCFS has developed a CFTM training plan with CWG for staff in the immersion sites and the current Southern region expansion. DCFS has also developed a plan with CWG to train and develop DCFS and POS staff to become CFTM Master Coaches and Trainers to build the Department’s internal capacity and build sustainability for the practice.

Section VI - Business Rationale

1. Provide a detailed explanation of the need for the supplies or services:

DCFS was court ordered to retain Paul Vincent from CWG to assist with the B.H. case Implementation Plan. DCFS must therefore provide reasonable compensation and pay reasonable expenses for this consultant. Paul Vincent and his consultant group will be compensated for reasonable travel expenses, which are as strict and in some case more strict than the Governor's Travel Control Board rules, and fees for curriculum and instrument development, training, case reviews, interviews, coaching, attendance at change management meetings, and consultation.

Paul Vincent and his consultants are expected to confer with the parties, the B.H. Expert Panel, and conduct a review of the Department’s QSR and Child Family Team process, making recommendations if deficiencies are noted with regard to DCFS’s adherence to their recommended strategies in carrying out the matters contained in the Court-ordered Implementation Plan dated September 28, 2016. Please see Court Order attached.

Paul Vincent is no longer with CWG due to his retirement, however the non-profit CWG continues to operate under new leadership.

This is a proprietary vendor that is court ordered by the B.H. Court Order.

2. Provide a list and describe in detail the specifications required to satisfy the need:

The Court Order provides that CWG will assist DCFS with development of the curriculum, and implementation of the Core Practice training model and training logistics at immersion sites, as well as with the development and implementation of a Quality Service Review (QSR) process, along with mentoring and consultations. See attached Scope of Work Document for additional information. The coaching part will be required for CWG will work collaboratively with University of Illinois Urbana-Champaign, Foster Care Utilization Review Program (UIUC-FCURP) with Chapin Hall, Quality Enhancement (QE), Agency Performance Monitoring & Execution, Office of Research and Child Well-Being’s Equity-Centered Strength-Focused Approach, and BH Executive Support and WIRL. CWG will support the administrative Case Review (ACR) manager and provide coaching for new ACR reviewers in their assigned regions and provide a feedback conference. CWG will continue to work with the ACR Manager and ACR reviewer to ensure quality reviews.

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

DCFS was ordered to retain CWG to assist with the B.H. case Superseding Implementation Plan (SIP). DCFS must therefore provide reasonable compensation and pay reasonable expenses for this consultant. This is the ninth sole source and 1 small purchase with this vendor and the Department is building internal capacity with the support of CWG consultants. For the Division of Quality Assurance:

The Child Welfare Policy and Practice Group (CWG) will provide training, coaching, and consultation in the Division of Quality Assurance’s (QA) program and practices areas to gather and document findings through case reviews and child, parent, caregiver, and stakeholder interviews (including ACR). CWG will use training and performance coaching methods to strengthen reviewers’ practice knowledge and increase interview and documentation skills for staff to gather quality information during the review process.

For APME: Agency Performance Monitoring and Execution plays a critical role in monitoring quality and outcomes for children and their families. When direct service utilizes Child and Family Team Meetings (CFTM) in a frequent and quality-focused manner, practice and outcomes for safety, permanency, and well-being will improve. It is further believed that Agency monitoring has a positive impact on the use of CFTM by reinforcing CFTM as a priority and using a more hands-on approach in the participation and coaching of selected CFTM’s. For this to occur, the Department will utilize CWG as support for APME staff in the CFTM model, with the intent that APME will attend selected CFTM meetings with an agency worker for the purpose of supporting supervisors to coach and reinforce the need for quality CFTM’s. (CWG will work with DCFS to revise the current CFTM Model.)

Targeted Support is phase II in partnering with APME monitors, DCFS and CWCAs through our monthly CFTM observations and feedback. It provides direct coaching to supervisors and workers regarding the Child and Family Teaming Practice and its direct impact on the Child and Family Team Meeting. The coaching and modeling focus on all core elements of an effective CFTM, which can help achieve permanency more efficiently. Targeted Support also aids in developing individualized coaching plans for supervisors and workers, enhancing their facilitation skills and competency in delivering effective CFTMs and shifting practice from compliance plans to behaviorally driven planning. Additionally, Targeted Support bolsters the partnership for permanency with APME and strategic planning. Lastly the Quality Enhancement and Sustainability program (phase III) is designed to increase the frequency of quality applications of key practices such as family engagement, child and family teaming and the strategic use of CFTM’s. This in turn supports timely permanency, placement stability and reduction of maltreatment in care.

CWG will provide support to the Office of Research and Child Well-Being’s Equity-Centered Strength-Focused Approach as they continue to explore practice strategies to improve wellbeing through teaming with families:

Provide technical assistance and consultation on the application of CFTM practice.

Provide curriculum modifications and strategic consultation relative to the expansion of the CFTM model.

CWG will collaborate with the BH Executive Administrators and BH Liaisons to refine SIP implementation strategies aimed at reducing maltreatment in care and increasing permanency exits from long term care to reunification, guardianship, and adoption. CWG will also continue providing coaching and clinical consultation services to support the WIRL program.

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:

On April 18, 2016, the Court granted DCFS’s unopposed motion to allow the engagement of CWG as a consultant. Thereafter, the parties and the court’s Expert Panel met repeatedly to discuss and negotiate the Implementation Plan for reforming DCFS. After hearings in July and September 2016, the Court ultimately entered the jointly proposed Implementation Plan on September 28, 2016.

Subsequent to the Implementation Plan of 2016, DCFS entered into a Superseding Implementation Plan with the B.H. Experts and Plaintiffs (effective May 2023) that continued the need for CWG to provide training/coaching on their CFTM model of practice, and other support for Youth Needing Intervention aspect of the SIP. Due to the expansion of the implementation of the CWG CFTM Model statewide (between 2016-2023), the Department integrated expectations of quality practice for CFTMs and case planning into a variety of CQI processes (ACR, APME reviews, QEST reviews), which continued the need for ongoing support, training, coaching, etc. to support implementation with fidelity. This has required and continues to require ongoing and more extensive support due to the larger number of staff who evaluate implementation and the ongoing turnover of said staff (thus new staff needing to be trained/coached/ etc.).

5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

5a. If no, why weren't alternatives evaluated?

CWG was specifically named by the court order in 2016, and the Department continues to embed their model of CFTM and framework for practice. This is the ninth sole source and one small purchase for QSR and CFTM training and consulting with this vendor as ordered.

Commitments have been made to the Court that this vendor will continue to support DCFS and it's CWCAs to implement qualitative Child and Family Team Meetings (per the CWPPG proprietary Model) and other interventions as requested per the BH Superseding Implementation Plan (SIP). Any effort to change vendors at this point would severely disrupt the critical work that CWPPG is doing in support of the SIP interventions, and would jeopardize the time and monies spent building these programs and the youth in the Departments care. CWG have been retained by numerous state and local jurisdictions to provide similar services and consultation. CWG has taken into account the customized need for the Department in conjunction with what has been ordered by the court in their pricing. CWG has been retained by numerous state and local jurisdictions to provide similar services and consultation.

7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

The Division of Quality Assurance and Office of Professional Development met with CWG numerous times to review their processes and materials and negotiate the best customized approach to fit Illinois 'needs based on the specific services outlined in the Amended and Revised B.H. Implementation Plan dated 9/28/16.

Program/Deliverable Cost

1.1 Division of Quality Assurance $105,000.00

2.1 Agency Performance Monitoring & Execution $125,000.00

3.1 Office of Research and Child Well-Being’s $ 3,600.00

4.1 BH Executive Support and WIRL $295,000.00

Travel $ 71,000.00

Total $599,600.00

Budget Expense Assumptions Professional Fee $1200.00 per consultant day/ $150.00 per hour.

Airline Travel $1000.00 (Average)per trip Federal Meal per diem $68.00 Federal Lodging (Average) $175.00 per day Ground Transportation (car rental, taxi/uber, mileage and airport parking etc.) $80 per day.

At $150.00 per hour, or $1,200 per day the rates are very competitive and on the low end of consulting fees for Licensed specialty consultants as seen historically in other Department Contracts,, and reflects the significant amount of experience and education brought by CWG consultants. The cost per hour/per day is determined based on experience and competitive rates CWG has kept the price the same for a few years. DCFS is requesting that CWG do more in person trainings. The travel cost has gone up. CWG have been retained by numerous state and local jurisdictions to provide similar services and consultation. CWG has taken into account the customized need for the Department in conjunction with what has been ordered by the court in their pricing.

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?

Yes No

8a. If yes, please provide details regarding future obligations and/or needs:

The Department currently has 3 workers trained in the model. The Proprietary vendor is still court ordered for the DCFS to obtain their services. Department still has a need for support, consultation, instruction, and mentoring. The SS will also assist in curriculum and CFT Model Customization from lessons learned. Along with creation of tools to support implementation and sustainability of a revised Core practice Model (Specifically CFTM). With staff turnover the Department still has more work to do to make sure our trainers are completely self-sustaining. Until such time as the Department is able to fully provide the required services internally without the need for oversight from CWG, or until such time as the court order is amended to no longer require these services, the Department will have some need for CWG services.

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?

The Department will be out of compliance with the B.H. Consent Decree and subject to federal legal action by federal Judge Alonso, and potentially subject to reduction in federal Title IV-E and Title IV-B reimbursement.

10. Is there any additional information you would like to add to justify this sole source?

Q1Answer: DCFS was court ordered to retain Paul Vincent from CWG to assist with the B.H. case Implementation Plan.

Q2Answer: The Court Order provides that CWG will assist DCFS with development of the curriculum, and implementation of the Core Practice training model and training logistics at immersion sites, as well as with the development and implementation of a Quality Service Review (QSR) process, along with mentoring and consultations.
Q3Answer: DCFS was ordered to retain CWG to assist with the B.H. case Superseding Implementation Plan (SIP). DCFS must therefore provide reasonable compensation and pay reasonable expenses for this consultant. This is the ninth sole source and 1 small purchase with this vendor and the Department is building internal capacity with the support of CWG consultants. For the Division of Quality Assurance: The Child Welfare Policy and Practice Group (CWG) will provide training, coaching, and consultation in the Division of Quality Assurance’s (QA) program and practices areas to gather and document findings through case reviews and child, parent, caregiver, and stakeholder interviews (including ACR).

Q4Answer: On April 18, 2016, the Court granted DCFS’s unopposed motion to allow the engagement of CWG as a consultant.

This has required and continues to require ongoing and more extensive support due to the larger number of staff who evaluate implementation and the ongoing turnover of said staff (thus new staff needing to be trained/coached/etc.).

Q5aAnswer: CWG was specifically named by the court order in 2016, and the Department continues to embed their model of CFTM and framework for practice. The cost per hour/per day is determined based on experience and competitive rates CWG has kept the price the same for a few years. DCFS is requesting that CWG do more in person trainings. The travel cost has gone up. CWG have been retained by numerous state and local jurisdictions to provide similar services and consultation. Q8aAnswer: The Department currently has 3 workers trained in the model.
Q9Answer: The Department will be out of compliance with the B.H. Consent Decree and subject to federal legal action by federal Judge Alonso, and potentially subject to reduction in federal Title IV-E and Title IV-B reimbursement.
