About this file
This is a Questions and Answers document for Open Market Bid 26-418DCFS-PROCU-B-50505 issued by the Illinois Department of Children and Family Services (DCFS) for prepaid gift cards and administrative support services. The procurement seeks a vendor to supply physical prepaid cards and electronic gift cards to support state disbursement programs. Historical data indicates annual volume of approximately 4,700 physical cards and 50 electronic cards, with an anticipated initial order of 600-700 cards following contract execution (potentially increasing 20 percent monthly if execution occurs after mid-October). The contract term is ten years with the potential for program changes during the contract period. Ninety percent of cards issued are $500 denominations, with other common denominations including $341, $243, $150, and $25 (electronic), all subject to annual COLA adjustments. The predominant use case involves single, one-time issuances to recipients without reloadable or repeat payment functionality.
The anticipated annual aggregate dollar load across all cards is approximately $3,000,000 per year. In the primary use case, the State does not retain ownership of funds once cards are activated; however, for KIND Act uses (anticipated at less than 10 percent of total cards issued), State of Illinois employees will handle and hold the cards. Higher-value denominations between $1,000 and $2,000 are expected to represent less than 1 percent of volume. The Department indicated that a new program implementation may introduce an additional denomination to differentiate from the existing $500-card program. The vendor should anticipate fairly stable utilization over the contract term with moderate increases related to COLA adjustments and minor program modifications.

| 1 | Question: | Estimated Annual Card Volume: Can the Department provide estimated annual volumes for (a) physical prepaid cards and (b) electronic (e-gift) cards, based on historical usage or projected program needs? | |
| Answer: | Historically, electronic cards make up less than 1% of the card volume for this program, which amounts to about 50 cards per year. As changes have been made to the program over the life of this initial contract, historical volume for physical cards has increased significantly each year. For calendar year 2025 we purchased just over 4,700 physical prepaid cards. | ||
| 2 | Question: | Estimated Annual Dollar Loads: Can the Department provide an estimated annual aggregate dollar value loaded across all cards issued under this contract, or a reasonable annual range? | |
| Answer: | We anticipate the annual dollar load to be approximately $3,000,000 per year. We will let the vendor know if/when there are program changes that will impact that estimate, positively or negatively, as soon as the impact is known. | ||
| 3 | Question: | Initial Order Expectations: Does the Department have an anticipated card count and total dollar value for the initial order following contract execution? | |
| Answer: | Depending on timing of the contract execution, initial order load will most likely be around 600-700 cards. If contract execution does not occur until mid November or later, the card order will most likely increase by 20% per month past mid October. | ||
| 4 | Question: | Average and Median Load Amounts: Can the Department share typical or average load amounts per card to assist bidders in understanding transaction size distribution? | |
| Answer: | Currently, 90% of the cards are of the $500 denomination. | ||
| 5 | Question: | Denomination Mix: Of the allowable denominations ranging from $25 to $2,000, which denominations are most commonly used, and are higher-value cards ($1,000–$2,000) routine or exceptional? | |
| Answer: | As mentioned above the predominant denomination amount is the $500 card. We anticipate very low volume, less than 1% of higher value cards ($1k-$2k). With the implementation of a new program, we may introduce a new denomination to differentiate from our biggest program calling for the $500 card. Other card denominations currently are $341, $243, $150 and a $25 electronic card. These are all subject to COLA increase on the state fiscal year so could change during the term of the contract. | ||
| 6 | Question: | Program Growth Outlook: Over the potential ten-year contract term, does the Department anticipate stable utilization, program expansion, or variability driven by funding or policy changes? | |
| Answer: | There is a possibility for program changes that will change the utilization of the program. For the purposes of this procurement you should anticipate fairly stable utilization with moderate increases related to COLA’s and minor program change requirements. | ||
| 7 | Question: | To better understand program structure and transaction patterns, can the Department clarify: | |
| a. | Approximately what percentage of card disbursements are one time, single load issuances to a recipient; and | ||
| b. | Whether any portion of the program involves reloadable cards or repeat payments issuance to the same recipient over time | ||
| Answer: | These cards all fall into category a., we do not have plans to provide reloadable cards or repeat payments under this contract. | ||
| 8 | Question: | Does the State retain the ownership of funds that are disbursed through this program? | |
| Answer: | In the biggest case use of these cards, the State does not retain ownership of the funds once the cards are activated. The new program that is being used, employees of the State of Illinois will hold and handle the cards used related to the KIND Act uses. We anticipate this to be less than 10% of all cards issued. | ||
