About this file
This is a Change Order Notice issued by the Chief Procurement Office for General Services on behalf of the Illinois Department of Children and Family Services (DCFS). The document addresses a contract modification for PO26-064, which pertains to Independent Verification and Validation (IV&V) Services for the Comprehensive Child Welfare Information System (CCWIS/IllinoisConnect) implementation project. The vendor is contracted to provide independent assessment, validation, and oversight activities throughout the software development life cycle, including quality assurance, risk identification and mitigation, technical compliance, and project performance monitoring. Services are delivered within established contract service categories: Technical Compliance, Quality Assurance, Strategic Planning, Project Advisory, Risk Management, and IT Auditing. The vendor also provides advisory support to inform Department decision-making and enhance visibility into project risks, schedule, and outcomes, consistent with IV&V best practices and federal CCWIS requirements.
This change order does not introduce new rates, pricing structures, or service categories. All costs associated with the amendment are derived directly from existing contract rates that were established through the original competitive procurement process. The change order notice indicates that the contract value is being increased by more than $25,000, which triggers the requirement for posting on the Bulletin/BidBuy for a 14-day notification period. The circumstances necessitating this change order are demonstrated to be either not reasonably foreseeable at the time of original contract signing or germane to the original contract as executed, in compliance with state procurement regulations.
