About this file
This document is a solicitation from the Illinois Department of Children and Family Services (DCFS) for a custom standoff recognition display for DCFS director portraits at two of its facilities. DCFS requires two new displays, one each for its facilities in Springfield and Chicago. The displays must be durable, professional, and modern, with room for up to 30 portraits, including 2 additional portraits for previous and current confirmed directors. DCFS will provide the vendor with the additional portraits. The vendor must include a unique design element to enhance the overall appearance, and the displays must be constructed to fit inside an elevator. DCFS requires the vendor to provide inside delivery, all mounting hardware, and full installation services. The custom displays must be installed within 45 days of the agreed-upon artwork at both locations.
DCFS will award a 10% contingency fund in addition to the low vendor's quote to cover any cost increases due to design changes after the award. DCFS prefers specific materials, fonts, and design elements, as outlined in the minimum specifications, but vendors may propose alternative designs that fit within the design goal and minimum specifications. DCFS reserves the right to reject designs that do not materially conform to the design goal and minimum specifications.

Custom Standoff Recognition Display for Director’s Wall
PO23-646 / 23-418DCFS-PROCU-B-36224
The Illinois Department of Children and Family Services (DCFS) is seeking to replace a 30+ year old picture wall of past and current confirmed DCFS Directors with a new custom standoff recognition display. DCFS requires two new displays (both the same design), one for its facility at 406 E. Monroe, Springfield, IL 62701 and the other for its facility at 60 E. Van Buren St. Ste. 1339 Chicago, IL. Please see attached pictures of the current wall at 406 E. Monroe and DCFS rendering of two sample design options for a better understanding of DCFS’ vision. Vendors are not limited to the sample design options and may propose any designs that fit within the Design Goal and minimum specifications below. Vendors shall attach a draft design and overall description with their quote meeting the minimum specifications below.
Vendors shall work with DCFS on any requested revisions after award until the proof is approved in writing by DCFS prior to production. DCFS will award a 10% contingency fund in addition to the low vendors quote to cover any cost increase due to design changes after award. Any changes after award shall not exceed the 10% contingency. DCFS requires inside delivery, all mounting hardware, and full installation services to be included in vendor’s quote. All product supplied shall be new and unused in original packaging. Shipping shall be FOB Destination. DCFS shall not be responsible for damage during shipping or vendor installation. Vendor is responsible for ensuring installation is stable and secured for long term display use. Vendor is responsible and must repair to DCFS’ satisfaction any damage caused by the vendor’s actions during installation. The custom wall must be constructed such that it can be moved in pieces to fit inside an elevator.
Information on current display: There are currently 18 pictures, 2 more are required for previous and current confirmed Directors (20 Total). DCFS will provide the vendor with digital copies or prints of the two additional pictures required. DCFS would like to leave room for approximately 8-10 future Director’s pictures (28-30 Total) depending on the vendor’s design. The installation site (see pictures attached) at 406 E. Monroe measures 130” Wide by 90” Tall from the heater to the ceiling. Current frames are roughly 11.5” Wide by 14” Tall. The current pictures vary slightly larger and smaller, but average around 7.5” Wide by 9.5” Tall. DCFS blue is Navy Blue or Pantone PMS 2757.
Minimum Specifications: Design Goal: DCFS desires two custom standoff recognition displays that are durable, professional, modern but also timeless to allow for extended use. Vendors are requested to use their expertise and include a unique design element(s) on the top/bottom or sides to enhance the overall appearance.
Overall Size Wall at Springfield: 90”-110” Wide by 46”-54” Tall (including identification).
Overall Size Wall at Chicago:
Identification: Minimally; “DCFS DIRECTORS”. DCFS prefers to use our full logo and “DIRECTORS”. Letters and/or logo may be attached to the base as cut out lettering in the same base material and color, or metal cutouts mounted to the base in coordinating color. DCFS prefers 6” letters with Adobe Minion Pro Regular font or Palatino Bold font.
Base Material (Visible): Hardwood laminate or veneer with a maple color stain. ¼” or more thickness. All hardware will be silver with 5” letters with Adobe Minion Pro Regular font or Palatino Bold font.
Frames (Picture Plates): Approximately 8” Wide by 11” Tall black matte finish acrylic picture plates to hold pictures. DCFS prefers permanent printed pictures on the plates with ½” to 1” exposed black edge to create depth and framing of the photo. Plates shall be secured to base with 4 standoffs.
Name Plates: Subject to vendors design, minimally 7” Wide by 9” Tall engraved name plates spaced approximately ½” below the picture. 5” letters with Adobe Minion Pro Regular font or Palatino Bold font for the name plates. Engraving color fill or negative impression may be used. To ensure longevity, screen printing is not allowed.
Pictures: If possible, DCFS would like to standardize all pictures at 7 X 9” photos framed. Vendors quote shall include digitally scanning current pictures for high-resolution digital reprint or permanent print to acrylic plates, photoshopping black and white pictures in warm sepia tint, and engraving of name plates.
Black Ribbons: DCFS also requests 20 black ribbons in metal or other permanent non-fading material that are easily attached to the pictures of deceased Directors.
While award is based on low quote, DCFS reserves the right to reject designs that do not materially conform to the Design Goal and Minimum Specifications listed herein.
Custom Director’s wall must be installed within 45 days of the agreed upon artwork at both locations.
