About this file

This is a Public Notice of Advertisement (PNA) issued by the Georgia Department of Transportation for an upcoming Request for Qualifications (RFQ) to develop a Passenger Rail Service Development Plan for the Atlanta to Savannah corridor. The consultant will conduct a comprehensive Passenger Rail Feasibility Study and initiate an Environmental Impact Statement (EIS) for the approximately 250 to 270-mile corridor, with a study area spanning approximately 11,300 miles. The RFQ was anticipated to be issued on January 6, 2023, with Statements of Qualifications due by February 6, 2023. The project requires identification of service needs for the proposed passenger rail route between Atlanta and Savannah. The Prime Consultant must be prequalified by GDOT in either Statewide Systems Planning or Urban Area and Regional Transportation Planning, while the broader team must include prequalified subconsultants in Mass and Rapid Transportation Planning, Alternate System Planning, and various NEPA Documentation specialties including history, air studies, noise studies, ecology, and archaeology.

The anticipated key team members include a Data Collection Specialist, Modeling Specialist, Outreach Specialist, Passenger Rail Finance Specialist, Environmental Screening/NEPA Specialist, Passenger Rail Operations Specialist, and Passenger Rail Design Specialist. Additional prequalification areas include attitude and opinion studies related to public involvement, location studies, major investment studies, mass transit feasibility and technical studies, land surveying, engineering surveying, geodetic surveying, aerial photography and photogrammetry, topographic remote sensing capabilities including LIDAR and SONAR, and thermal and infrared imaging. The original PNA-484-021023 has been cancelled, and all subsequent submittals and evaluation requirements are directed to the replacement RFQ 484-020623. Prospective consultants should contact the Georgia Department of Transportation Office of Procurement Engineering and Design Services for additional information and submittal instructions.
