About this file
This Service Provision Agreement covers the inspection and maintenance of ANSUL 102/AMEREX KP fire fighting systems for three locations at a U.S. Embassy in Brasilia, dated August 20, 2025. The document details comprehensive inspection requirements, including pre-inspection preparation, system testing, and maintenance tasks to be performed semi-annually. Key requirements include possessing manufacturer service instructions, having proper tools and personal protective equipment, conducting hydrostatic testing of cylinders, inspecting gas equipment, replacing fusible links, verifying fire alarm signals, and weighing expelling gas cartridges.
The agreement mandates that contractors must be factory-trained and certified by ANSUL or similarly qualified, with a minimum of two years of experience working with wet chemical fire suppression systems. Contractors must provide detailed inspection reports within five business days, install inspection labels, and comply with NFPA 17A standards and manufacturer requirements. The scope covers three specific locations with different property IDs, using AMEREX KP and ANSUL 102 fire suppression system types, and requires comprehensive documentation and testing protocols for maintaining the fire safety equipment.

Location – 1: SHIS QI 26 CH 30 (CMR) – Property ID – 2501 – Type: AMEREX KP.
Location – 2: SHIS QI 09 CJ 07 C 17 (DCMR) – Property ID – 3004 – Type: AMEREX KP.
Location – 3: Av. Qd. 801 (Compound) – Property ID – 1001 – Type: ANSUL 102
Date: August 20, 2025
This agreement includes, but is not limited to:
A. INSPECTION REQUIREMENTS FOR ANSUL 102/AMEREX KP FIRE SUPPRESSION SYSTEM:
1. Prior to commencing any inspection of the Fire Suppression System(s), the
Contractor must possess, at a minimum, the following items for its personnel or any subcontracted personnel:
a. Copy of the manufacturer's service instructions/procedures for the
ANSUL 102/AMEREX KP fire suppression system.
b. Thermal fuses (links) of sufficient size/temperature to replace all existing links in the system
c. All the tools and equipment required to complete the PM, including but not limited to winches, ladders, scaffolding, a variety of tools etc.
d. Personal protective equipment (safety glasses, safety footwear, etc.)
e. Non-corrosive cleaning materials.
2. When the hydrostatic test is needed, this item will be treated as an additional service, requiring a separate budget and can only be performed with the approval of the contractor.
Contractor must remove all cylinders that require hydrostatic testing (testing is required at intervals specified by the manufacturer and/or current technical standard), the test must be done in a certified company to test the cylinders, reinstall them and put them back into service within two (10) business days. The Contractor shall provide a temporary replacement cylinder certified for use in the ANSUL 102/AMEREX KP system until hydrostatic testing of the tested cylinders is recertified.
3. At each inspection visit, the Contractor shall complete all of the following:
a. Inspect any existing gas equipment under the hood and disable all pilots.
b. Cover all work areas under and around the cooker hood with suitable materials to prevent contamination by grease or debris from the equipment.
c. After the inspection visit is complete, relight the pilots.
d. During the inspection, note any and all deficiencies. The Contractor must submit a written proposal to correct deficiencies. Repairs and/or replacements may be made only upon receipt of a separate authorization signed by the contractor. The exceptions to this are the discharge covers listed in item "j", the fuse links in item "k" below.
e. Only after tripping/saving/locking the release assembly and actuator in accordance with the manufacturer's procedures should the Contractor disconnect all tanks from the distribution piping and remove them for inspection.
f. The Contractor shall remove the adapter/tube assembly from the tank and verify that each tank is filled with the proper fire suppressor as required by the manufacturer's service manual.
g. As necessary, the Contractor shall fill the suppressor to the proper level or replace it with the appropriate suppressant material.
h. If the existing exhaust system has filters, the Contractor will verify that all filters are clean and properly installed. If they are not clean, we are obliged to notify COR immediately.
i. At each inspection visit, the Contractor will inspect all spout flush covers to ensure they are free of cooking grease buildup. Spring clips should rotate freely on old-style metal caps. If newer style caps with "O" rings are installed, the "O" rings inside the caps should be re-lubricated and the caps reinstalled.
j. We will replace any rubber finishes and/or caps older than one (1) year.
This does not apply to the new style caps with an "O" ring inside.
k. The Contractor will replace all fusible links on a semi-annual basis.
Replacement links must be of the same type and temperature rating as those originally installed. Removed links will be destroyed and left with the COR at the job site.
l. After removing the tank and drive cartridge in accordance with the manufacturer's procedures, the Contractor must trip the system test. The tripping test is performed by using a pair of pliers to cut a fuse link to simulate automatic triggering. The test shall be performed on each fuse wire circuit. In addition, each system must be rearmed and tested through each manual drive station to simulate manual drive.
m. At each inspection visit, and in the presence of the Engineering representative, the Contractor shall validate that a fire alarm signal is received as a result of the Wet Chemical Cooking System tripping. The Contractor must also prove that the unit's energy has been diverted.
n. At each inspection visit, the Contractor must weigh all cartridges that use an expelling gas to ensure that the cartridge has not lost more than 14.17g (1/2 ounce) of its stamped weight or in accordance with the manufacturer's standard. If necessary, the Contractor will fill the cartridge to the stamped weight with the chemical specified by the manufacturer for the system.
o. Upon completion of each system inspection, the Contractor shall install an inspection label on each manual drive station that legibly indicates the following information:
7.1 The month and year in which the inspection was carried out.
7.2 The name of the company holding the contract.
7.3 The name of the person who performed the maintenance/inspection.
p. Within five (5) business days of completing an inspection visit, provide a typed "hard" copy and an electronic "electronic" copy of the inspection report to the Responsible Officer (Engineering). The report will clearly indicate all tasks completed during the inspection and all conclusions and recommendations.
q. Upon acceptance of the report, the Contractor will sign and issue a Service Form Acceptance Term which will be attached to the invoice.
r. In addition to the above specifications, the Contractor will comply with all requirements of NFPA 17A – Wet Chemical Extinguishing Systems and applicable local standards and manufacturer's requirements.
4. Additional Tasks Required During Semi-Annual Inspections: Refer to and complete all semi-annual inspection tasks detailed in the R-102 Restaurant Fire Suppression Manual (ANSUL part number 418087) which can be found under www.ansul.com for ANSUL 102 systems. The above determination must also be followed for the AMEREX KP system.
