When opened 15 to 20 seconds after sealing, the flap shall pull fibers from the body of the envelope from not less than 75 percent of the adhesive area. The flap adhesive must cover at least 60 percent of the area of the flap beyond the throat, up to a maximum width of one inch gum strip from the edge of the flap.
