About this file
This is a pre-proposal conference presentation for the Portland Metro Levee System (PMLS), a regional flood protection initiative involving the District and federal partnership with the U.S. Army Corps of Engineers (USACE). The District is seeking qualified consultants to provide real estate support services on an on-call, task order basis with multiple concurrent assignments. Core services requested include title research and historic rights analysis, real estate due diligence, acquisition and negotiation, appraisals, documentation, acquisition strategy development, risk identification, utility coordination, and programmatic support. The PMLS project encompasses 13,000 acres across four cities with 27 miles of levee and 12 pump stations, and involves 19 improvements including raising levees, replacing pump stations, and constructing new levee and floodwall infrastructure across multiple project sections (Vanport, Delta Park, Middle Columbia Slough, Blue Lake Fairview Lake, Upper Columbia Slough, and Salmon Creek). The project timeline spans from 2026 through 2031, with design phases at 30%, 60%, and 90% completion scheduled between late 2026 and 2028, and construction packages beginning October 2027. A pre-proposal conference was held in April 2026 to clarify scope, address risks and priorities, and support strong proposals. Questions are directed to Nicole via OregonBuys, with contact details provided for Mark Wilcox (Senior Project Manager) and Amber Ayers (Project Manager/Senior Planner).
The local cost share for real estate acquisitions is $12,802,000 (7% of total project costs), with additional local funding of $23,877,000 (13%) for relocations and utilities, and $26,697,250 (15%) in cash payments to USACE for project engineering and design costs. Federal cost share comprises $117,698,750 (65% of total project costs). The District is responsible for executing all real estate work including acquisition, title research, and relocation efforts to deliver certifiable rights, while USACE defines project needs and drives the design that informs the real estate plan. Current project status includes a completed gap analysis, surveys nearing completion, and largely defined footprints. The District seeks consultant support for title complexity resolution, acquisition strategy development, utility coordination across multiple providers, and scaling implementation of real estate activities. Strong proposals should demonstrate experience with complex infrastructure projects, title reconstruction expertise, utility coordination experience, and ability to manage schedule-driven work. Services are expected to be delivered responsively within one to two days with proactive risk identification and high-quality deliverables.
